Oremin's Overall Strategy


The Problem
Oremin is an extremely high-risk concept. Should any side learn of its true objective, utter ruination would be quick to follow. The two most obvious examples are shown below:

1) The New Republic � This one is quite obvious. It would be in the Republic�s best interest to quash another government trying to emulate their greatest enemy; the Galactic Empire. Moreover, this same thing could be applied to a government looking to save the Empire.

Oremin represents both.

2) The Imperial Remnant � Even though all of Oremin�s work is to preserve the ideals of the New Order, it puts them in danger of being destroyed by the very government they are trying to save. Due to a few key differences in policy, it would not take much convincing for them to see Oremin as an enemy.

Also, the Imperial Remnant is still filled with greedy officials who want nothing more than to hold on to their power. If Oremin were to be successful, they would lose all that glory.
The Solution
Oremin cannot risk open war with anybody. Most of the warships in its arsenal are those belonging to Imperials who have defected. Only a fraction of its small fleet are ships that have been built at its shipyard. Currently, just maintaining these warships is putting a strain on Oremin�s limited resources. Trying to keep these ships repaired in the middle of a prolonged war would be impossible.

Above all else, Oremin�s secrecy must be maintained. Should the location of Oremin become public, all of its hard work would be for nothing. There�s even a chance that everything would be destroyed in the ensuing battle, leaving nothing to carry on the legacy.

That is why it is forced to work behind the scenes, taking small steps towards its main objective. Every move has to be carefully planned out beforehand to insure as little risk as possible. It must rely as much on illusion and half-lies as it does on personnel.

Perhaps sometime in the future when Oremin has the resources to back up an invasion, will it risk a fleet battle. For now, however, Oremin will stick to cloak-and-dagger maneuvers to manipulate people and events towards its own goal. Specialized agents and quick tactical strikes will be its method of battle.
