Chief Tim Hester began his law enforcement career in 1988 as a dispatcher for the village of Bainbridge and then as a corrections officer with the Highland County Sheriff�s Office.  He joined the Greenfield Police Department as patrolman in 1989 and is a graduate of the Miami Twp. Police Academy.  He was promoted to sergeant in 1996 and then lieutenant in 1997, serving in that position until being promoted to Chief in 2004.   Chief Hester is a 1986 graduate of McClain High School and has attended numerous advanced training courses at the Ohio Peace Officer Training Academy as well as a college course on supervision of personnel.

Sgt. Gary Schraw entered law enforcement in 1993 as an auxiliary deputy sheriff with the Highland County Sheriff�s Office.  In 1994 he was hired as patrolman with the Greenfield Police Department and was promoted to sergeant in 2000.  Sgt. Schraw is a 1979 graduate of Hillsboro High School and a 1993 graduate of the Brown County Police Academy.  Sgt. Schraw has attended advanced training at the Ohio Peace Officer Training Academy specializing in crime scene investigations.  In 2004 Sgt. Schraw was assigned as Jail Administrator, and currently is in charge of operations for the city�s twelve day holding facility.

Sgt. James Dunn began his career in 1983 as a dispatcher with the Greenfield Police Department, becoming a patrolman in 1984.  Sgt. Dunn graduated from McClain High School in 1980 and the Washington Court House Police Academy in 1984.  Sgt. Dunn has attended numerous advanced training courses at the Ohio Peace Officer Training Academy and Ohio State Highway Patrol Academy and serves as the departmental firearms instructor as well as crime scene photographer.  He was promoted to sergeant in 2003, and in addition to serving as a police officer is also a volunteer firefighter.

Sgt. Jeremiah �Jimmy� Oyer began in law enforcement with the New Vienna Police Department as patrolman in 1996, and graduated from the Greenfield Peace Officers Academy in 1997.  In 1999 Ptl. Oyer became an auxiliary patrolman with the Greenfield Police Department and was hired full time in 2001.  Since that time, Ptl. Oyer has attended advanced training at the Ohio Peace Officer Training Academy and is a state certified firearms instructor and departmental sniper.  In 2005, through generous donations of local civic groups, the department acquired police canine �Bono,� who was assigned to Ptl. Oyer.  Ptl. Oyer completed six weeks of in depth canine handling training to become state certified with Bono for narcotics detection, and they serve as the police K9 unit.  Ptl. Oyer is a 1994 graduate of McClain High School. Jimmy was promoted to the rank of Sergeant in December of 2007

Patrol Officers
The patrol operation is the backbone of any police department. All the other sections of the police department operate in support of the patrol operation. The administrative, communications, and investigative positions operate to support the basic function of patrol. The basic functions of a police agency are performed by the patrol personnel.

They are charged with the duty to protect lives and property, enforce criminal and traffic laws, suppress crime and respond to a wide assortment of calls for police service. Many of these calls are determined to be outside the jurisdiction of the police service and referrals to other agencies or government entities are made. Police powers in our country are limited and were intended to be that way by our founding fathers.

Police agencies function under limitations imposed  by the various Courts of the judicial system and their interpretation of the Constitution and enacted laws. Law enforcement cannot be and was never intended to be the answer to all problems in society.
Ptl. Jennifer Lowe started her career in 1994 as a dispatcher at the Blanchester Police Department and then at the Clinton County Sheriff�s Office.  She was hired as a dispatcher with the Greenfield Police Department in 1996 and then as patrol officer in 1997.   She is a 1993 graduate of McClain High School and a 1996 graduate of the Southern Ohio Police Training Institute.  Ptl. Lowe has attended numerous advanced training courses at the Ohio Peace Officer Training Academy specializing in crime scene and narcotics investigations.

Ptl. Bryan Kelley became an auxiliary patrolman with the Greenfield Police Department in 2002, after having served with the villages of Highland, Lynchburg, and Leesburg.  In 2005 Ptl. Kelley was hired full time as patrolman.  Ptl. Kelley is a 2000 graduate of the Greenfield Peace Officers Academy and a 1994 McClain High School graduate.

Communications
Communication Employees are generally the first point of contact for those requesting service or seeking information. They are an integral part of the patrol operation and truly represent a lifeline for field officers and supervisors.

The Communication employees are required to seek as much necessary information as possible to relay to the responding police officers. Those calling for police services need to provide the information asked for by the communication staff to insure a safe and timely police response. Multiple telephone lines and radio communications with the street officers make for an extremely high stress environment for the communications staff.

Please remember that 911 telephone lines are limited and are intended for emergencies only.
News Release March 5, 2009

Due to budget cuts, effective March 13, 2009 the Greenfield Police Department will no longer have a manned dispatch center at Greenfield City Hall.  Police officers will be on duty at all times in the city, but they will be dispatched through the Highland County Sheriff's Department.   Any emergency should be reported by calling 911.  Emergency 911 calls will be routed to the sheriff's department and a Greenfield officer will be dispatched.  The regular telephone lines at the police department will be answered by an automated system, and citizens needing information or wishing to speak with an officer for non-emergency issues should leave a message.  Officers will be checking the system and returning the calls as soon as possible. Residents and business owners with alarm systems that currently call the Greenfield Police Department should contact their alarm service provider and have the number switched to call the Highland County Sheriff's Department at (937) 393-2212 or (937) 393-1421.
