What
was the Rotary eClubONE3780 cyber club initiative?
Rotary eClubONE3780 represents our pioneering efforts
to establish the FIRST "E-Club" in the Philippines during the stewardship of Centennial District Governor George L. Howard,
as a part of Rotary International's Rotary
E-Club Pilot Project. Our main goal is to extend Rotary throughout Rotary District 3780, the Philippines and anywhere in the world
through the Internet, for those who cannot attend weekly Rotary meetings in person. Our motto is: "Extending Rotary service beyond
the bounds of time and place..."
The establishment of Rotary eClubONE3780 remains
to be our continued goal. We have submitted our request to be the first to be considered should RI allow additional applicants under the
eClub Project.

Make-up
through other "eClubs"
We encourage our charter members, who were originally
pooled together to pioneer the eClub Project in the Philippines, to make up for their attendance requirements by visiting other eClubs. We
will encourage new members, however, to adhere to weekly attendance in club meetings.

In a text message sent by Centennial District Gov.
George L. Howard from Chicago, it read exactly like this: "Just talked to ri tony quin. Ur club charter approved. Congrats. See u on
my return to manila.George", and was received at exactly 2:47:39 in the morning of June 28 local time.
Our club number is 69936. We are the 90th club chartered
in District 3780. This will be announced by CP Don during the club's meeting tomorrow, July 1, held at the Rotary Center, Roces Ave. Quezon
City.

.What is now the Rotary Club of Masambong's purpose? |

|
As a regular club, our purpose is to introduce
Rotary to business, professional and community leaders in Barangay Masambong and its nearby subdivisions and commercial areas.
We are strongly promoting the "one club,
one barangay" approach in Rotary community service through our "focused
community development" initiatives by adopting Barangay Masambong as our assigned barangay, and working with barangay
officials, church and community leaders, and with the residents themselves to turn it into a model community through the organization
of Rotary Community Corp(s) in the area.

.How do we govern yourselves? |

Considering the unique chapter in our club
history, where we were initially geared towards the cyber club initiative, we have to adjust to the sudden shift in our club's
mode of existence and established priorities. The original intention of establishing the FIRST eClub in the country specifically defined the
profile of our charter members to be effective in cyber club activities, but not necessarily so under a regular club environment. Some of
our charter members are working and/or living outside of Quezon City. Most of them are busy executives and businessmen, who became
interested precisely because the unique nature of cyber club activities is the only way for them to become involved in Rotary.
We have, as a consequence of this, adopted specific
administrative measures to address the matter, and make sure that we can effectively shift from an eClub into a regular club, without
totally sacrificing our original membership base represented by our Charter Members. |

.How does our Club meet face-to-face? |
|
|
|
We have divided the original charter members into three
(3) clusters to meet at their convenience in places close to their work environments. We have the Makati Cluster, the Manila cluster and
the Quezon City cluster. Through these cluster meetings, we will ensure that we will be able to meet and address club concerns
"face-to-face" .
We encourage our charter members to either attend
any Rotary Club Meeting near their work at their most convenient time, or to visit any eClub in the internet as originally expected of
them under the cyber club initiative, and fulfill their attendance make-ups there in order to satisfy the membership requirement of
weekly attendance to regular club meetings.
The make-up certificates will validate our
charter members' attendance in club meetings, while the cluster meetings will ensure their personal involvements in club concerns.
New members, however, will be recruited in the
vicinity of our assigned barangay, and encouraged to actively participate in the weekly meetings and activities of the club. |

We uphold the one club, one barangay policy
introduced by CDG George L. Howard during his term, and have adopted Barangay Masambong as our area of assignment. We pioneer in the focused
community development initiatives by setting in place a mechanism of dialogue and consultation, and by involving the target
beneficiaries themselves in solving their own problems.
We introduced our Rotary Emergency(/economic) Support to the
Community's United Efforts Programs) (R.E.S.C.U.E.), to serve as the framework in the implementation of our plans
and the attainment of our goals, with the Rotary Community Corps (RCCs) at the center of community organizing
activities.
We will conduct our Quick H. E. L. P. Check Survey in the areas of Health, Environmental
management, Livelihood and People's participation and empowerment, to serve as the basis in planning our intervention projects
and assistance. We will continue to recruit prominent residents from Barangay Masambong itself and its neighboring subdivisions and
commercial areas to join the club. |

"Focused community development initiatives"
Dear Charter Officers and members,
In the days that followed the submission of our Application
for a New Club and while waiting for the approval of our Charter, I was mulling on the impact of the shift in the direction that the
newly approved club will have to take, from the original plan of establishing an eClub into being approved as a regular club and having to
operate as such. It was then that the "focused community development" approach became clear in my mind as the alternative
route to take. I finally received a text last June 28 from then District Governor George L. Howard, who was in Chicago at that time,
advising me that Rtn. Tony Quinn of RI has confirmed the approval of our charter.
We can better touch and make a difference in
people's lives by focusing valuable resources and initiatives at community service in one particular community, rather than spreading
them thin in many places after which no over-all impact can be felt. Furthermore, the establishment of an effective mechanism of
consultation with the target beneficiaries themselves, through the intercession of their barangay officials, community and sectoral leaders,
will ensure that whatever forms of assistance we extend to them will truly be responsive and relevant to their actual needs.
It
was then that I envisioned my stewardship as an entire year of continuous dialogue and interaction with the barangay and community leaders
of Barangay Masambong to determine their most immediate, mid-term and long-term needs, and to muster the club's resources in trying to
respond to them. I saw the wisdom of having the entire experience documented as a case study on the impact that one well-meaning
civic organization can have if it decides to focus its efforts and resources in addressing the needs of one specific community. MORE>>
