Even strong fighters like Gohan (...okay he was a momma's boy but still..) knew that study is an important part of a well rounded life. These reading materials can help you learn new techniques or even increase your power.
They cant be used to learn "Master" techniques, however. You also cannot learn an attack if you don't have the prerequisites for it.

The books, scrolls, and chips can only be used once per character. They cannot be sold back once used and they dissapear from your inventory.
