Charter of the Great
Houses Of Runescape

The Councils
-
There are two councils, the Council of House
Lords and the Great Council. Both councils decide on
majority vote for all decisions (greater than 50%)

Council of House Lords is composed only of
Lords. The Great Council is comprised of all Lords and all
Knights
-
All votes are final, so long as the vote falls
within the jurisdiction of that council. The decision can
only be changed by voting on another proposition.

Joining
-
A clan wishing to join must have 100 members or
greater.
-
Upon joining, the clan must nominate a person
from their clan to be a Lord. This cannot be contested by
either Council.
-
For every forty members, the clan also nominates
a knight to go to the Grand Council. See below for
approving knight nominations. If clan numbers grow to
allow another knight, then the same rules apply for nominating.

If numbers decrease so that they have too many
knights, that clan chooses who must retire from the Grand
Council.

Jurisdiction

The councils can set rules in certain areas.

Council of House Lords (CoHL)
-
Membership - CoHL votes on including new
clans. A clan can be barred membership if and only if
they
-
Approving Knights - CoHL votes on approving
new Knights. Can vote down only if
-
Remove Clans - CoHL votes on approving the
removal of a clan from the Great Houses of Runescape, if and
only if they have violated the Code of Conduct.

Going to War - CoHL votes on having all
houses going to war as a unified force. This vote must
be unanimous to have the measure passed.

Grand Council (GC)

Changing Trade Prices - GC votes on changing
the mandatory inter-clan trade value of any item in terms of
GP.

Changing Number Requirements - The GC can
vote on changing the number of members required to join, and
the number of members required for a knight to join the
Grand Council

Both Councils Vote - Some issues require both
councils to vote. The proposition must be proposed by a
Lord.

Note Knight can raise a proposal that requires a
vote, only a Lord can.

Ranks
-
House Lord is appointed by the member
clan. Can be changed at any time by that clan, and a
member can be kicked out only if they violate the code of
conduct. If someone is kicked out, that member clan
provides the replacement.

Knight is nominated by the clan and approved by
the CoHL. A replacement must be approved by the CoHL, but
nominated by the member clan. Can be changed at any time
by the clan, but a knight an only be removed if he violates the
code of conduct by the councils.

War - Clans within the Great Houses may wage war
with other clans in the Great Houses, but must comply with all
predecided conditions to that war. Failure to comply can
result in expulsion, and mandatory compensation for all items
lost because of rule violation.

Fun Wars - No clan may intentionally disrupt
another Great House member's fun war. Failure to comply
can result in expulsion, and mandatory compensation for all
items lost because of rule violation.

Trading - All clans trading within the Great
Houses must comply with the set trading values of said good
being traded.

Scamming - No clan or clan member may scam
anyone.

RPKing - RPKing is acceptable
-
Great Houses of Runescape Wars - If a unanimous
vote sends the Great Houses to war, all clans must fight.
