1 Themes, Sections & Categories
We accept works of any genre or theme.  Open to all student, amateur and professional filmmakers and videomakers from all over the world.  No running time limit except for entries `In Competition' (15 minutes maximum). Current sections include: (1) In Competition, Main; (2) In Competition, Student-Directors; (3) Out of Competition; (4) Focus on Asian Shorts; (5) Expanded Cinema/New Media; and, (6) 4th Edition Filmmakers in Focus. Final sections for the festival will be determined after entries have undergone preliminary review.

2 Criteria

We love works that have high regard for film and video as creative media. We want works that represent what is current in the independent circuit. Finally, we encourage works that pushes film and video to extreme boundaries.

3 Entry Requirements
All submitted works must have been completed after June 1, 2002.  Works produced before this date can only be accepted outside the main competition. Preview and screening copy will be either of the following formats: VHS-NTSC and MiniDV only. Philippine entries may be screened in 16mm, VHS-NTSC and/or MiniDV formats.  All submitted entries will not be returned to the filmmaker.

Submit your work together with the following:
-A duly accomplished Entry form (Download entry forms at

-Three (3) colored and/or black and white still photographs from the
film (jpeg format only)
-One (1) photograph of the filmmaker (jpeg format only)
(We recommend the sending of still photographs in diskettes.)

We strictly do NOT entertain submissions without the necessary festival requirements.

5 Student Directors
Our festival has a separate section for first time and/or student film and video directors. It is important that you indicate it in the entry form. In order to be qualified, you must: be a Filipino residing in the Philippines, be 25 years old or younger, and have never shot any film or video (in whatever format) prior to this festival. However, those submitted in the Cinematomika Student Film & Video Festival as debuting videos can qualify for this section. (Cinematomika Student Film & Video Festival, a local Philippine festival for student film and video artists, is sponsored by Sining-X --- the same group spearheading eKsperim[E]nto.) The rest of the rules and regulations apply to the Student Directors unless otherwise indicated. 

Foreign students may join in our main sections.

6 Entry Procedures & Selection
Only mailed entries will be accepted. All submitted works will not be returned to the participants. There is no limit as to the number of entries submitted by each participant. All entries will be viewed by a pre-selection committee appointed by the festival. The selected works (under the `In Competition' section) will compete for the festival awards. An International Board of Jury will be appointed by the festival to judge the films and/or videos in competition. Each member of the Board of Jury shall be given a screening cassette/s containing all competing films and videos for the festival. Winners of the awards are determined by averaging the scores given by each jury member. Jury deliberations are done via e-group discussions. Scores of the pre-selection committee and the Board of Jury (during the festival proper) are treated separately. The results of both judging processes shall be tabulated by the official tabulators appointed by the organizers of the festival. A copy of the summarized tabulated form shall be given to each member of the Board of Jury. Names of the winning films and filmmakers shall be kept in sealed envelopes and will be announced only during the Awards night. The decision of the Board of Jury is final and irrevocable. The festival is not obligated to explain the results.

7 Exclusivity
Once a work is chosen as a selection in whatever section in our festival, filmmakers are not allowed to submit their works to other existing film festivals in the Philippines until our main festival has ended. The festival organizers will automatically disqualify any entry that may be programmed in other Philippine festivals scheduled in the same year. It is the prerogative of the organizers of this festival what titles to program in other "partner festivals" in the Philippines and abroad where eKsperim[E]nto is presented as a section. Once a filmmaker submits his work as an entry in our "partner festivals" and is not part of the official program of eKsperim[E]nto to the said festivals, the said entry is considered disqualified and will not be allowed to compete in our festival.

8 Shipping & Freight Services

All shipping costs prior to the selection of an entry must be handled by the participating filmmaker. The festival organizers will take care of the shipping of the works to our tour sites. Package containing the work must be marked clearly with the title of the entry being shipped, the festival address and the sender's return address. Please include with the shipping documentation an invoice containing the following information: title of the film, format and the fair market value (cost of video only). The invoice should also contain this phrase: "For festival purposes only". On all packages please write: "Private Mail - For festival use only ��? No Commercial Value". Keep a copy of the airway bill number for tracking purposes.

9 Entry Fees
We
DO NOT charge entry fees to filmmakers whose works are submitted and mailed via freight services (FedEx, UPS, DHL, etc.) that don't charge the festival with ridiculous "handling fees" or "storage fees".

However, we WILL CHARGE those who will be submitting their works via government postal services because all Philippine post offices CHARGE us (the festival) with "handling fees" and "storage fees".  Worse, they even OPEN all packages before we can take it to our office.

So please take note of the following fees:
a.Each entry submitted and mailed via local government postal services - $5 or P300 per entry
c.Late Entry - $20 or P1,000.00 per entry

IMPORTANT:
We waive the fees of filmmakers who have participated in
our previous festivals and all Filipino citizens/participants residing in the Philippines.  Please do not write us asking for an exclusion from this rule.  We cannot grant your request.


10 Deadlines & Important Dates

All entries must be submitted on or before the deadline, September 30, 2003 (early deadline for foreign entries only - Filipino entries have a different deadline). 
Late and final deadline is set on December 15, 2003.  Packages must be postmarked on or before the said date otherwise it will be considered a late entry (see item 9-c). An officially selected film cannot be withdrawn from the festival after it has been announced and the participating filmmaker must send in all requirements on or before October 30, 2003.

11 festival awards
The festival awards are as follows: Grand Jury Prizes for: Best Experimental Short, Best Short Fiction, Best Short Video by a Student Director; Critics' Prizes; Audience Awards. Special awards may be handed out by the Board of Jury in conjunction with the festival organizers.

12 Rights & Representations
By entering your work in the festival, you are giving the festival and its organizers the right to screen your works at all our festival venues and partner festivals; and, to print all film-related photos for festival promotions. All entrants must certify that they possess all rights pertaining to their submitted works and exempt the festival organizers from third party claims. In case of a group work, a single representative must be named for purposes of correspondences.

All local and international screening rights belong to the entrants. The festival organizers will not release any film/video to any person, group, organization or institution even if they have written consent from the filmmaker or any authorized representative. The submitted video copy of an entrant belong to the festival. All works in video format will be stored in the festival archive and shall solely be used for festival screenings and promotions. The filmmakers will not get financial compensation for any screening connected with the festival.

13 Subtitles
All films and videos done in Filipino and/or any other foreign languages shall be subtitled in English. Works that do not contain English subtitles will not be qualified for preliminary screening.
