There are four factors that will promote commercial space transportation, according to Charles R. Larson.  The first is the educational system in the United States.  Every year, the brightest and most innovative students graduate and become the new workforce for commercial space transportation.  This is also the reason why the United States has been the leader in commercial space innovation.  Most U.S. remote sensing satellites, low earth orbit satellites, and commercial communication satellites operated on largely U.S. space transportation vehicles and services to get their machinery launched.
The second is a large economic incentive.  Once the business gets up and running in the next couple decades, space tourism, exotic vacation and space research will be created and an extremely large money-maker for those involved.  The Ansari X-Prize Cup has an award for suborbital space tourism and the lunar lander challenge, but also a place where ideas can be shared and the talk of space travel could inspire the many people who attend.
