What is Police brutality?
As there is no right or wrong answer to the question above, Police brutality occurs when an officer of the law does something that insignifigant to serving and protecting a citizen. Police brutality also occurs when an officer:

     Waves a weapon around carelessly,

     Makes any insulting racial/ethnic comment,

     Makes any insulting comment about personal hygiene/appearance,

     Does not read you your rights before taking you into custody,

     Is violent without provacation...

     ...This list (unfortunatly) could go on for a while.


    
"THING"- Let it be known, that if you are skateboarding or loitering in a prohibited area, and a police officer tells you to move, you have definatly not been a victim of brutality. The police officer, in this case, is just doing his job, and trouble stirs when citizens disobey simple, fair, and clear ordinances.
"Custody Death Syndrome"
When a cop shoots a suspect(most times) the suspect dies in "police custody". The term for this is called "custody death sydrome", and it is a growing problem. After a suspect is beat-up, maced, and thrown in the back of a paddy wagon, the officer "honestly" says that the cause of death was "positional asphyxiation"(breathing problems). This is called "suicide by cop", and the police use it to cover-up there corrupted actions. And when the dead body is autopsied, they find billy club marks, and it turns out that the actual cause of death was police brutalty.

As you may have heard, police brutality is becoming a real problem. The Government, however, does know about the Police's misbehavior. And as they know that it is too obese of a problem to just "cover-up", they create "The Blue Wall of Silence", which is a large program used specifically to cover-up dirty cops' corrupted actions. They can do this a number of ways; paying off the brutalized victims, using exuses(i.e.-"Just taking orders"), and basically not letting the media know. The sad thing is, that this seems to work.
