Prosecution and Defense
  Here rest the rules fo rthose who defend the public trust and prsecute those who seek to harm it. This id the creation page for the District Attorny's office for the city of Necropolis and  Kansas City County.
  All cases tried in this county will come through this office and it will be members of the DA's staff who will handle these cases. Whether it be in trial as the prosecuting attory or as the public defender, these women and men affect the lives of all who live and work in the city of Nrceopolis and fer surrounding Suburbs.
   Below you eill find the rules for creating the members of the DA's office and public defense.
Normal  mortals for the Necropolis Public Defenders and DA Office go as follows:

1. Choose concept,nature and Demeanor.

2. Arrange your three characteristic catagories: Physical, Social, mental (6/4/3)

3. Select your abilities by catagory. Remember to once again prioritize: Talents, skills, and Knowledges (11/7/4)

4. Choose backgrounds (5 dots)

5. All mortals start with 3 dots in virtues. one in each. (Conscience, Courage & Self-Control) You are given 7 more to divide as you will.

6. Choose numina (if you possess any)

7. Calculate Humanity & Willpower (Humanity =Conscience + Self-Control, Willpower=Courage)


8.Spend Freebie points (21)

Attribute            5 per dot
Ability               2 per dot
Background       1 per dot 
Virtue               2 per dot
Humanity          1 per dot
Willpower         1 per dot

   All the merits and flaws that apply to the mortals in WoD are available to players Currently we aren't banning any as of yet except for any that would make a character somthing other than human. (IE kinfolk, ghoul, merits unique to supernaturals).
