The term "Congress" refers to both the upper and lower houses of Congress. The lower house is called the House of Representatives. The upper house is called the Senate. Our congressional system is called bicameral (two houses). Our bicameral system was devised during the Constitutional Convention. The plan was called the Connecticut Compromise, or the Great Compromise. It was a compromise between the New Jersey Plan and the Virginia Plan. The representation in the House of Representatives is based on state population. The number of representatives from each state is determined by census data taken every ten years.
