C.Y.R.H.L. 2002 NEW RULES
Eligibility
-
Each team and all
players will be governed by the terms of the Constitution and the
discretionary decisions of the Board of Commissioners.
-
Prior to
commencement of the season, each team have to pay the fee $2300 and
refundable suspension deposit $200.
-
Each player
must
fully complete a registration
form with photo ID copy,
and passport photo.
All captain
must hand in the name list of the team before the deadline.
The Commissioners have the authority to eject/delay the player who
didn't complete the form correctly.

Individual players
must ready themselves to be drafted at the start of the season in
order to play in the league. Once a player is drafted by a
team, he has, in a sense, automatically signed a "one year
contract" with that team and must stay with that team until the
end of the play-offs or until he is traded. A player may
request a trade from his captain is he is not happy with his team.
Team Rosters
-
Each team may play
only those players who are registered to the league.
-
Each team at least
have 6 players (exclude goalie) in the roster's list and no
limit
for the max number of player, but each team
only can dress up max 17 players for each game.
-
Trading is permitted
between team on the following conditions:
-
all trades must
leave teams with no less than 6 players. (exclude goalie)
-
they must occur
before the trading deadline as set by the league.
-
they must
involve players only. Trading for material items, e.g.
draft picks or "future considerations" are not
acceptable.
-
both team
captain must complete and sign and Official CYRHL Trade Form and
submit it to any commissioner for approval. Blank trade
forms are available from any commissioner.
-
all
trades must be approved by the Board of Commissioners.
-
If a team wishes to
sign a "free agent" ( a player wants to join the league
after the deadline), they may do so only with the consent of the
Board of Commissioners. All approved free agent has to pay $20
service charge before his first game. This also must
be done before the trading deadline.
General
Rule
-
Each game will start
the posted time sharp. They will have 5 minutes warm up time
before the game start. (Team will be consider to be lose if
not enough players show up after the warm up time.)

Each game consists
of 3 periods, each period is 15 minutes running time, then a 1-2 minutes break will between each period.
-
The
last min of the first two periods and last 2 min in the third period are
stop time. If the
goal difference is more than 4 or tie game in the last 2 min in the
game. The stopping time will turn
back to running time
-
If the ball out of
bounce, a face off will be held at the center. If the
goaltender freezes the ball until the Referee blows his whistle, a face-off
will be held to his right or left, depending on which side of the
net he is holding the ball.

If a
game is tied at the end of the regulation time. There will be sudden death over-time consisting of 5 minutes running time.
And only 5 players (include goalie) can play in the rink at a time. The first goal scored wins the game.
-
The max number of
players in the ring on one team at anytime is 6 (usually 3 forwards,
2 defensemen, and 1 goalie). It is permitted to pull your
goalie for an extra attacker.
-
One point for the
goal scorer and one point for the last two assists.
-
If there should be a
major stoppage during "running time" (e.g. - injury,
etc.), the clock will stop.
-
There
is no icing in any game but we have offside.
-
All
teams should response to their fans' action! Otherwise the
team may be penalized or lose the game. And those fans' may be
charged base on the rule of Richmond Ice Center.
Regular Season
& Playoffs (not confirm in 2002
season)
-
There will be 8 teams in this season. Those team
will be divided into 2 conferences.
-
The Regular season
shall consist of 17 games
played in a
"Round Robin" format whereby teams will play against own
conference's teams three times and other conference's teams
twice. The season will start on May.
-
Two points are
awarded for a win or OT win, one point for a tie, and no point for a
lose even OT lose.
-
One 30 second
time-out is permitted per game, by each team, during a stoppage in
play. The clock will stop for the time-out, even during the
"running time" session. Time-out cannot carry over
the other game.
-
At
the end of the Regular Season, all
eight teams will go into
the Play-off.
-
Each conference
leader will play against the last place team and second will play
against third in the first round.
-
Each
team can have two 30 seconds timeouts in a game in play off. One in
regulation time, one in OT. The Regulation time timeout can
carry over to OT, if the team didn't use it.
-
If
both teams still cannot score in OT in play off. There will be a shoot
out. Captain will selected 5 players for his team and report
to Referee in order. If the game still tie after the shoot
out, a sudden death shoot out will start.

In
the event of a tie in points in the regular season final standings,
the following shall prevail in order to break the tie:
-
the
team with the most total wins
-
the
team with the highest total goal differential (total goals for -
total goals against)
-
the
team with the most wins against the other team
-
the
team with the highest "goals for" differential against
the other team
-
one
extra game for those team
Only
Championship round will be best of five, all other round will be
best of three.
All
Star Game
-
At
the end of the regular season, there will be an all star game.
The details will be announce later!
Officiating
-
The
Referees' decisions are final.
Any
abuse of the officials will be dealt with by the Board of
Commissioners by means of penalties and/or suspensions.
-
Any
disagreements with a referee's call can only be taken by the team
captains or assist captains. Any
negative comments by any player towards an official will not
tolerated, and a 10 minutes misconduct or higher will be issued.
-
All league games
will be played under CYRHL rules. For more details, see
"Penalties" section.
-
There will be two
referees' system thru the whole season, including playoffs.
-
When the goaltender
has the ball, he may not throw or kick it in the air to a teammate
over the blue line. This will result in a face-off in his own
zone.
Penalties
-
Minor, major &
match penalties will be assessed by the referees at their
desecration. The Statistician and Time-keeper may help them
assess these penalties if they are uncertain.
-
minor penalties
- tripping, hooking, holding, slashing, boarding, elbowing,
high-sticking, interference, too-many-men in the ring, misuse of
equipment and/or facilities, unsportsmenlike conduct, delay of
game, etc. they will be 3 minutes running time.
-
major penalties
- drawing blood with a high stick, etc. they will be 7 minutes running time and may be suspension
-
match penalties
- flagrant intent to injury, fighting, already taken 3 personal penalties
in a game, etc. they will be game misconduct and may be
suspension plus fine.
-
No team can be
more
than 2 men short at any time to penalties. If a third penalty
is called, that penalty will begin when the first penalty as
ended. All offending players will stay in the penalty box
until their time has been served. If a goal is scored by the
opposing team, the player whose penalty has the least amount of time
remaining in it is allowed back into play. Major and Match
penalties must be served in full, no matter how many goals are
scored against his team.

Goalie
can't be hit or checked anytime and anywhere in the game.
Otherwise the player will get a minor or higher penalty.
Also he can't go over the red line. If so, the team will be penalized
for delay of the game.

The
CYRHL is a non-contact league.
Hitting into the
boards, checking or otherwise will definitely will not be
tolerated. A penalty will assessed when this occurs.
Unintentional of intentional hitting will be the judge of the
officials. Pushing is okay (especially by a defenseman in
front of his own net), as long as it does not get out of hand.
Discipline
-
Players who involved
into fighting will be suspended 3 games.
-
Players who involved
into intentional injury will be suspended 4 games or more. (up to
number the games other player missed)
-
If any player who
has 2 suspensions during the season (# of suspension will be reset
in the playoff), he will out of the season, included playoff.
-
Board
of Commissioner will fined suspended player $20 per game. And
it will deduct from suspension deposit.
-
After the season and
playoff over, the remaining suspension deposit will return to each
team captain.
Equipments
-
Each player required
CSA approved elbow pad, knee pad, hockey gloves and helmet. Body gear, visor, etc.
are recommended (except the goalie).
-
Each goalie required
body gear, helmet or mask, blocker, gloves and pads. Skates
are optional.
-
All equipments,
include hockey stick, goalie stick and roller blade are not
provided.
-
If
the hockey stick is broke during game time, the player must drop
down the stick and let the referee to pick it up. DO
NOT try to pick it up and/or
throw it into the bench.
-
Every player has to
wear particular jersey with number on the back, the number can
be
changed during the whole league.

Referees'
decisions are final, don't try to argue with commissioners.
