The Pack Committee
Every Pack is under the supervision of a Pack Committee. In Pack 421 all registered Adult Leaders are participating members of the Committee. The Pack Committee consists of a minimum of 3 qualified Adults at least 21 years of age. Obviously with a Committee of three the members assume more responsibilities than with a larger group of seven or more. The members are approved by the Charter Organization, and registered as BSA Leaders. One Member is designated as the Committee Chairman.
The Committee Chairman: The Pack Committee is responsible for; record keeping, correspondence, finances, advancement, training, public relations, membership registration, and insuring that the overall Pack program is functioning with in the policies of the BSA. It is the responsibility of the Committee Chairman to make sure that these responsibilities are met by the members, or when others are unable to fulfill their task step in to make sure that the boys have a fulfilling program.
Mrs. Donna Bennett:
Mrs. Bennett has been the Committee Chairman of the Pack since 1998 and a Leader in Pack 421 beginning in 1997. She spent 2 years as a Den Leader first Wolf and then the Bear Leader. She is the current Webelos Leader for the last 7 years. Mrs. Bennett has completed Cub Scout Basic Leader and Youth Protection Training, 2 Pow-Wow leader training as a student and 2 as an instructor, Water & Boat Safety training, and Train the Leader training. Mrs. Bennett has been an instructor at Cub Scout Basic Leader training, worked as Staff for Elizabeth River Day Camp (3 years), and is a member of the Recruitment Committee for Elizabeth River District. Mrs. Bennett is also the Popcorn Fundraising Chairman for the Elizabeth River District. She has earned the 2001 Scouter of the year Award from the Elizabeth River District of Tidewater Council.

As a former Girl Scout Leader, Mrs. Bennett is still involved with helping the Girl Scouts, supporting Girl Scout Juliette sisters with Pack 421 as a Leader's aide, and steps in when their Leader is unavailable. Mrs. Bennett was a Girl Scout as a youth in Pittsburgh PA, and has earned Gold the highest rank that a Girl Scout can achieve.

Mrs. Bennett is involved in the community; she works with the PTA at both Oscar Smith Middle School, and G.W. Carver Intermediate helping out with book sales, Christmas shop, and field days. She also helps out at Oscar Smith High School occasionally at concessions as a Band Parent. She worked with the Vietnam Veterans Haunted Forest from 1997 through 2002 as both cast and coordinator

Mrs. Bennett is married to Mr. Christopher Bennett the Cub Master of the Pack. They have four children ranging in age from 25 to 18. Their youngest son has graduated from the Youth Side of Scouting earning the Life Scout Rank.
