IN THE HISTORY OF THE PHILIPPINE EDUCATIONAL SYSTEM
The Tarlac State University /City of Tarlac is the site of the Cientifico-Literaria Universidad de Filipinas, the first Republican University in Asia, where on September 29, 1899, its first and last graduation exercise was held at the Tarlac Cathedral. The Honorable Emilio Aguinaldo, then the President of the Philippine Republic and the first and only President of this university, held his official functions at the Tarlac Provincial Building, which is presently the site of College of Computer Studies of TSU. It was also in this building where the initial trade courses were held in Academic Year 1906.
TSU is also the site of the first high school in the Philippines, founded by Mr. Frank Russell White (who was to become the 4th Director of Education) on September 1, 1902. This is now  the Smith Hall of the TSU Main Campus, which presently houses the TSU Colleges of Arts and Social Sciences, Sciences, and Engineering.��
President Aguinaldo to be conferred  posthumous Doctor of Public Administration, honoris causa by the Tarlac State University on September 29, 2004 for being the President of the Cientifico-Literaria Universidad de Filipinas and the First Honorary President� of TSU. �
