Tarlac State University (TSU) started as the vocational department of the Tarlac Provincial High School that was founded on September 1, 1902 by Mr. Frank Russell White, the first in the whole Philippines. This institution was built in the present site of TSU. A separate Trade School was started in 1906, though still part of the Tarlac High School. During the 1930s, Tarlac High School was moved further south of the original site (which is still its present location) while the trade school remained.�� This set-up would be persisting until the Japanese Occupation of the Philippines when most of the classes were disrupted.

TSU became formally independent from the Tarlac High School when Tarlac Trade School was resumed in 1946, after the Second World War, with Mr. Manuel T. Espinosa as the first Principal. In 1959, Tarlac Trade School was converted to Tarlac School of Arts and Trades, again with Mr. Manuel T. Espinosa as the first Superintendent. TSAT was converted to Tarlac College of Technology, with Dr. Mario P. Manese as the first President. From TCT, Tarlac State University would be emerging, with Dr. Alejandro M. Fernandez as the first President.��
