COAOHN's involvement:
Carole Lugar reported that she and Nan Migliozzi have met with Carol Roe and Jan Lanier of the Ohio Board of Nursing to discuss the issues around multi-state licensure.  They have also met with Representative Kirk Schering to garner his support for introducing legislation.  Representative Schering's suggestion was to form a task force to study the issue and allow a forum for discussion by all affected parties.  The Ohio Nurses Association fears if this legislation is passed, it might become a strikebreaker, allowing Ohio medical providers and hospitals to hire nurses from other states in the event of strike action.  Carole and Nan will remain actively involved in this issue and will take the task force suggestion under advisement.  There has already been extensive discussion with other Ohio nursing groups so this suggestion may be moot.  Their thought is that time and effort may be better spent contacting legislators on  the various health committees to educate them on the issues.

OAOHN's involvement:
OAOHN Member Survey results regarding
Multi-state Nursing Licensure was mailed to 701 members of OAOHN.  Of that, 402 questionnaires were returned for a response rate of 57.4%.

The results revealed:

  • 18% of the respondents hold nursing   licenses in more than one state.

  • 68.1% of members holding multiple licenses fulfill continuing education requirements for more than one site.

  • 36.5% of respondents provide telephone consultation or case management services to employees outside the state of Ohio.

  • 70% of the respondents anticipated that an occasion to work in more than one state would/could arise at their worksite.

  • 99.25% of the respondents reported that they were supportive of Ohio being a member of an interstate compact.

The survey results indicate that a majority of respondents either currently provide nursing care
in more than one state or anticipate the need to
do so at some point in their career.  A large
majority of respondents support the idea of
Ohio joining an interstate compact that would
result in mutual recognition of nursing licenses between states.
