TOP STORY: COMMUNIST CHINA STILL PUSHING FOR NUCLEAR TALKS SCNK NUMBER TWO VISITING BEIJING; POWELL TO FOLLOW IN OWN PUSH FOR TALKS Kim Yong-nam, the number two official in Stalinist-controlled northern Korea, �is in China for a rare visit expected to focus on the North's nuclear programme� (BBC 10/18). An ally of the Stalinist regime for over half a century, Communist China will likely be �be pushing Mr. Kim to return to the negotiating table� for six-party talks on SCNK�s nuclear ambitions. Communist China is continuing its effort �to get stalled talks about North Korea's nuclear weapons development back on track� (Voice of America via Epoch Times). The Stalinist regime has refused to continue the talks, which also included democratic �South� Korea, Japan, the U.S., Russia, and the aforementioned Communist China. There have been three such rounds of talks on SCNK�s nuclear ambitions. The only tangible results of the talks have been substantial U.S. concessions, and roughly two years for the Stalinist regime to continue developing nuclear weapons since their admission of a uranium weapons program (see 10/21/02, 12/8/03, 12/22/03, 6/7, 6/28, 9/20, and 9/28 NKR). Sadly, the Bush Administration is also trying to restart the talks, rather than shift to a policy of working to liberate the long-suffering people of northern Korea. Secretary of State Colin Powell will visit Communist China, Japan, and South Korea this week �in what is seen as a bid to re-start talks� (BBC 10/17). Sigh. WEAPONS OF MASS DESTRUCTION NEWS SCNK RIPS POSSIBLE UN SANCTIONS Stalinist-controlled northern Korea, responding to the possibility of United Nations sanctions against it for its nuclear weapons programs, threatened to �promptly and resolutely react to sanctions with self-defensive war deterrent force� (Voice of America via Epoch Times). VOA treated this as a war threat, but it may also be a threat to build up a nuclear arsenal. Stop the SCNK Nuclear Power Plants: Are the plants dead or aren�t they? You can make sure they don�t come back! Use this China e-Lobby fact sheet and tell the President to kill the power plants from the 1994 agreement that SCNK broke. REFUGEE NEWS TWENTY MORE REFUGEES ENTER SOUTH KOREAN CONSULATE IN BEIJING Twenty refugees from Stalinist-controlled northern Korea �entered the South Korean consulate in Beijing� (BBC) hoping to defect to the Republic of Korea. They join scores of other SCNK refugees who have used the Beijing embassies of third countries in the hope going to democratic Korea. Communist China, SCNK ally for over fifty years, �deports any North Koreans it catches back to their homeland,� where they face prison, torture, and/or execution � unless Communist police decide to rape or sell them (see 1/14 Update). This has forced hundreds of thousands of refugees to live as nonpersons in Communist China. OTHER REPUBLIC OF KOREA (�SOUTH� KOREA) NEWS ROK TROOPS TO STAY IN IRAQ UNTIL THE END OF 2005 Troops from the democratic Korea currently in Iraq will stay �for an additional year until the end of 2005� (Washington Post, next to last item). The Republic of Korea sent the troops despite terrorists in Iraq taking interpreter Kim Sun-Il hostage and killing him when the ROK refused to cancel the deployment (see 6/21, 6/28, 7/27, and 8/30 NKRs). COMMENTARY/ANALYSIS The editors of the Washington Times renew their membership in the chorus of critics against John Kerry�s northern Korea policy (see 8/23 and 10/4 NKRs).
