On August 8, 1961, fifteen artists of the Willoughby-Ocean View area in Norfolk, Virginia, were invited by Mrs. E.A. Vaughn, Mrs. P.J. Eldredge and Mrs. Ira B. White to attend a meeting at the Pretlow Branch Library in Ocean View.  The purpose of the meeting was to discuss the possibility of organizing an Art Guild in this resort area of Norfolk.  Such an organization, it was felt, would be an asset to the community as a civic and cultural endeavor.  Tourism, would likewise benefit from the Guild sponsoring an annual outdoor Art Festival for the enjoyment of visitors.

All present at the meeting received the plan with enthusiasm.  The name of Chesapeake Bay Art Association was chosen and by-laws were drawn up.  The CBAA thus began with eighteen charter members.  The first outdoor art festival was held one year later in Ocean View.  That tradition continues and is the premier show effort of the CBAA.

Our stated purpose is the "bringing together into close cooperation the active artists of the area who are interested in furthering their own studies in art and art appreciation; and to promote an exhibition of original art at designated times."

We achieve this purpose in a number of ways.  We provide opportunities to get our art off our walls and before the public on a regular basis through our members' shows and rotating exhibits in local businesses, libraries, and hospitals.  At our monthly meetings we share what we know with each other  and invite speakers to further expand our knowledge in various media, techniques, and business skills of art.  Perhaps the most important benefit of membership is the fact that we encourage, support, and enjoy each other.
