第二次世界大戦以来、日本国憲法は戦争と暴力が継続する世界のなかで貴重な希望のともし火であった。戦争放棄は、すべての国が努力すべきモデルである。過去何回かの訪日で、私は日本人の間に平和な世界に対する誓いがいかに強いかを知り、そのことを賞賛するようになった。 なので、今回、戦争の可能性を創造する「有事立法」が提出されると聞き、悲しみと警戒の念を抱いた。私は、日本の全ての人に、有事立法に 反対するように強く促したい。そして平和を愛する世界中の人々が、この法案に反対すると信じている。私たちは、日本が戦争のない世界を創るためのリーダーであり、モデルであることを願う。

The Japanese Constitution, ever since World War II, has been a rare beacon of hope in a world of continuing war and violence. Its renunciation of war　stands as a model of what all countries should be striving for. My visits to Japan in past years have led me to admire the commitment to a peaceful　world which I found so strong among the Japanese people. Therefore it is with sadness and alarm that I see a proposal, called Yuji rippou, an Emergency Law, which creates the possibility of war. I urge everyone in Japan to oppose this law, and I believe that peace-loving people all over the world are opposed to it. We want Japan to be a leader, a model for a world without war.

It is no exaggeration to say that for the past half-century, the very existence of the species has hung in the balance. President Eisenhower merely expressed the common wisdom when he pointed out, 40 years ago, that a nuclear war could destroy the northern hemisphere. That threat has come dangerously close, and is increasing, with current programs of militarization of space and development and deployment of ever-more destructive weapons. Japan's decision to follow a different path offered the prospect of a very different future, which was a source of hope and inspiration for the great majority of the people of the world. Reversal of that course would be a serious blow to those aspirations, to the possibility of decent survival. It would be a fateful decision. I would like to add my voice to those who are urging that this light not be dimmed.

憲法九条を守ることを願う親愛なる日本の友人たちへ

2002年のこの憲法記念日に臨み、私は一年一年がすぎてゆくたびに九条とい うあの美しい知恵がますます傷つけられてゆくようなこの状況を憂慮してい ます。9/11の悲劇、そしてこの恐ろしい出来事を利用して、オーウェル風に いえば「終わりなき戦争」の状態にいたるまでに地球上のそこかしこにその 軍隊をさらに大量に配備しようというアメリカ合衆国政府による動きは、九 条の存在をかき消す方向にさらにひとつの役割を演じたといえましょう。

日本の主権者であり平和を愛好する市民の皆さんは、今、アメリカと日本の 両政府が過去半世紀にわたってあるときは秘密裏に、またあるときは公然と 行ってきた憲法九条を葬り去ろうとする試みのうち最も新しいものに迫られ ておられます。すなわちそれはアメリカの戦争を仕掛けるための計画と目的 にあわせてさらなる「有事法制法案」というものを成立させ、アメリカの選 ぶ戦争への自国の参戦を容易にしようという、皆さんの政府の卑屈な動きの ことをさしています。1997年９月の「日米防衛協力のための指針」という欺 瞞に満ちたオーウェル風の用語を思い出してみてください。あの中で日米の 防衛協力は「日本をとりまく地域における事態」において求められるとなっ ていますが、その「...事態」については「地理的なものではなく、事態の性 質に着目したものである」と二枚舌を使った定義づけがなされています。

主権者である日本の皆さんに対して、私は、一致団結し、人的・物的資源を 集め、国内のあらゆる都市--とくに国会と首相官邸のまわり--において大規 模にかつ非暴力的に抗議行動をすることを呼びかけます。九条は皆さんの憲 法にあるのであり、それを守ることができる人は皆さん（主権を有する日本 国民）をおいてほかにいないのです。

私はまた、皆さんが抗議行動やデモを通じて、九条の存在を恥じるのをやめ ること、それよりはむしろ戦争を避けるために一国の政府がなしうる非暴力 的・非軍事的な数多くのしごとを全地球の目前でやり遂げてみせることにお いて世界的なリーダーシップを発揮すること、そして九条を輝く名誉の印と して紛争を解決することを政府に対して声高くはっきりと要求されるであろ うと信じます。

それはまた、皆さんが自国の政府に対して、米国にむかって次のことを力強 く言うようはっきりと要求をなさらねばならないということです--[１]アメ リカはその傲慢であほらしく危険なミサイル防衛の愚を日本に押しつけるの をやめること-[２]日本の領土から自国の兵力を確実に撤退させることによっ て日本に対する軍事占領を終了へと向かわせること-そして[３]2000年６月に 始まった朝鮮半島における平和的な友好関係の樹立を損なうのをやめること。

憲法九条を守ろうという皆さんの努力が実を結ぶことを願います。

To: My dear Japanese friends who wish to save Article 9

On this Constitution Day 2002 I am concerned that each passing year seems to bring further destruction to that beautiful wisdom called Article 9. The 9/11 tragedy and the United States government ’s use of this terrible event to massively expand its military presence around the globe into an Orwellian state of “perpetual war” once again contributes to the sacking of A9.

You sovereign peace-loving Japanese citizens are now faced with the latest in over a half-century of US and Japanese governmental overt and covert subversions of A9. I am speaking of the present servile attempts by your government to respond to US war-making plans and objectives by enacting additional so-called “emergency bills” that will make it easier for Japan to participate in wars chosen by the United States. Remember the deceitful Orwellian language in the September 1997 “guidelines for US-Japan defense cooperation.” The guidelines said that US-Japan defense cooperation was to be sought in “situations in areas surrounding Japan.” - but these “situations… ” were duplicitously defined as “…not geographical but situational. ”

I urge you sovereign Japanese people to organize yourselves and pool your resources (people and material) so as to massively and non-violently perpetually protest in cities all over your nation, but especially around the Diet and Prime Minister’s offices. It is only you (sovereign Japanese citizens) who can save your Article 9, for it resides in your constitution.

I trust that in your protests and demonstrations you will also loud and clearly ask your government to stop being ashamed of Article 9, and rather to assume a world-class leadership role in demonstrating to Planet Earth a multitude of non-violent, non-military things that a government might do to prevent wars, and resolve conflict with A9 as its shining badge of honor.

This also means that you will need to clearly ask your government to forcefully tell the United States --[1] to stop pushing its arrogant, stupid, and dangerous missile defense folly on Japan - [2] to begin to dismantle its military occupation of Japan by steadily removing its soldiers from Japanese territory - and [3] to stop polluting the peaceful rapprochement between South and North Korea that was begun in June 2000.

I wish you success in your effort to save Article 9.
