ART AND FANFIC SITES
Sites here devote a large part of their energies to fan-written stories (fanfics), or artwork based on the characters of the series. Some sites have both art and fanfics (and more!) Most of them are looking for new submissions, so if you're a writer or artist, get your work out there!
Hocus Pocus 
- Drop everything you're doing and go visit this excellent HP illustrations site! Filled with gorgeous original images of your favorite characters in a swankly designed site, you're sure to be amazed and delighted.
Sugarquill.net - An interesting site devoted to writing and promoting literacy! Makes a good combination, eh? This is a definite must-see for writers, as members review each others fanfics, honing their literary skills. Also available: discussion boards, and links to other fanfic and fan art sites. I think they may be Weasley fans. ;)
