I haven't written this up yet.
Should your players arrive here by accident, make things up as you go along, using the following as guidelines:
Ligaea is based on middle-ages Rome - it's a city with a culture based on nostalgia and remembrance of past greatness. In this respect, it's also not entirely unlike 20th-century Britain.
The general alignment is lawful neutral. Although there are many spectacular old temples in Ligaea, no-one uses them (they are, however, well-preserved as they attract tourists, on whom the Ligaean economy depends). Religion is regarded as quaint and old-fashioned. The Gods reciprocate by ignoring Ligaea entirely.
The geography is also similar to Rome - it's on the western side of a peninsula. The major geographical difference is that Ligaea is a seaport. In due course, I'll produce a map.
Ligaea is on the equator of the world of Ansuz. Since this world is, in general, colder than Earth, the climate of Ligaea is also similar to that of Rome.
Private spellcasting is illegal within the city walls. Only city officials may cast spells. Use of psionic powers is legal: although the general feeling is that they should not be legal either, it takes a long time to get the laws of Ligaea changed, and it is only recently that psionicists have been active in large enough numbers for anyone to be concerned.
The cross-country road between Ligaea and Rajeya is frequently used and relatively safe.

Ligaea is not a place for adventurers to go adventuring in. It is a place for adventurers to rest in between adventures.
The entire south coast of the Ligaean Peninsula is infested with pirates (which is why sensible people travelling to Rajeya do so overland). Unlike other cities in the region, Ligaea does not tolerate piracy. Piracy is bad for the tourist trade, on which the Ligaean economy relies. Any adventurers fighting pirates and piracy will find that the people of Ligaea make life in the city easy for them.
In due course, I may include some pirates along the coast south of Ligaea. But you already know what pirates are like, don't you? You've seen the films too.
