FastLane is coming to your town, or therabouts. Visit!

Try the FastLane Introductory Material first, to get a good feel for the project. Remember, you're institution must be a registered user. Talk to your institution's grants office; they'll give you a Personal Identification Number (PIN). With your PIN, you can track the progress of your proposal through the NSF grants approval process. That office will also be able to help you with Cash Transactions.
