Police - The Royal Canadian Mounted Police are a nationwide policing body. They provide local police patrols to all areas of the country except in cities, and except in Quebec and Ontario. (Quebec and Ontario have Provincial Police agencies to patrol their rural areas).

Fire - fire service is usually provided by a local fire department. A few areas have regional fire departments. In 2000 and 2001 amalgamations of local government units and fire departments are under way. Possibly in 2001, 29 fire departments in the Montreal area will be merged into one super FD as occurred in the Toronto area and the Halifax area in ?1997.

Ambulance Service - the provinces seem to exert a lot of influence over ambulance service. In Nova Scotia and Ontario, the provincial health department operates the province wide EMS dispatch system and contracts for private ambulances to provide service to local areas. The Montreal and Toronto areas are served by regional EMS agencies.

Sundre FD Website - July 2000

The Sundre Fire Department's dispatch system. - Until recently, our dispatch system was simply a�receptionist at the Sundre Hotel answered our emergency phone for us (not 911). We used the receptionist because there was one there 24 hours a day. The receptionist beeped our pagers from there, and set off the air raid sirens that are all over town. We would respond to the fire hall and use the radio or phone to get the details from our dispatcher, and then respond. Recently, we adopted the 911 system, and a 911 dispatcher in Red Deer (45 minutes Northeast of Sundre) would dispatch us. [911 dispatcher takes the info and then telephones the receptionist at the Hotel who then uses the radio repeater to alert the FD.] As for our radio system, we share our radio frequency with Sundre's public works. They keep the air clear when we have an emergency. We have a repeater set up on a hill northwest of Sundre to get better range. The province of Alberta (province = state) also has a frequency called Provincial Mutual Aid, so in emergencies involving more than one department using different radio channels, we can all tune in to the provincial mutual aid frequency to coordinate efforts. - September 2000

In 1997 or 1998, 911E was implemented provincewide. All 911 calls are answered by calltakers at 5 regional 911 PSAPs.

Fire protection is provided by local fire departments. Ambulance service is provided by ?private companies ?primarily. RCMP and cities provide police patrols..

25 Feb 2001 - Subject: Triangulum CAD - The department I am working for is finally (yeah!) looking for a CAD. We are located in Brandon, Manitoba, and provide both urban and rural dispatch. We currently dispatch for 156 fire agencies and 69 EMS agencies. The CAD they are looking at is Canadian based - out of Alberta. � It is from Triangulum Technologies and is called Q-Alert. It looks like it is specifically designed for rural dispatch, and for multijurisdicitional agencies. Anyone ever used this CAD, or seen it in action? Any comments? Question - I may be going to Montreal Canada on business in the next few weeks and I was wondering if anyone can tell me if it is legal to have a scanner there and if it is, would there be anything to listen to if I do not speak French?

Answer - Legal, yes, AFAIK. Like most places, discretion is the better part of valor. http://plaws.net/scan/Montreal/ has some increasingly outdated info on it. The EMS system and many suburban FDs are on a growing Ericsson EDACS system. Local PD is still on 410 MHz. Provincial PD are on a digital 166 MHz system. Obviously, "service search" is useless in Canada (of which Quebec is still a part). 99% of traffic is in French, as you surmise, but try 162.33 and 450.875 for comms from a couple of English media outlets. If you can count to 100 in French, the 10 codes for the Montreal FD ("SPIM") on the URL above will help a lot - "SPIM" is very strict in their use of 10 codes.
