911 System Info

While were going back in time, might as well address the history of 911 in Pinellas county...directly from the CES (?county emergency services?) website. *In Pinellas County the 9-1-1 system has been in place since 1985 and there is now one Primary Safety Answering Point (PSAP) with twelve secondary PSAP's. If all fifteen of the incoming 9-1-1 trunks are busy at the Primary PSAP, the system automatically spills over to a secondary PSAP. That way no 9-1-1 callers should ever get a busy signal or a no answer. As shown in demographics the center handles over 400,000 9-1-1 calls. There are also thousands of administrative calls, hang-ups and no answer's. Our outstanding operator turn a call around and have help on the way in an average of 23 seconds. (That is from the time the telephone first rings until help is on the way.)

All of the equipment was updated in 1997 and our Primary Center now has the latest state-of-the-art equipment. A new centralized dispatch center is on the drawing board and should be in operation sometime around 2003 or 2004.

We have now put in place a Public Education program designed to instruct the general public on the proper use of 9-1-1. This has resulted in dropping the number of non-emergency and hang-up calls received in the center. This frees up 9-1-1 lines for true emergency calls and allows our operators to get help to those that need it without delays.

We do have tours available for those that would like to see the center in action. We are located in the Pinellas County Courthouse Annex at 400 S. Ft. Harrison in Clearwater. To schedule a tour call 464-3835.

*The CES website did not list any info as to the history of the trunked system.

Message: 6 Date: Sun, 30 Jul 2000 19:56:23 -0400 Subject: Re: Re: Structure Response? Actually, the Structure Response (4SR) is a brand new nature code that is now in use. The idea of having a generic Structure Response natue code came about when that parking garage in downtown St Pete recently.collapsed. For lack of a better nature code, the call was coded a Structure Fire (4SF), even though that's not really what the problem was. There are certain calls that require a full structure response, but using the Structure Fire nature code is misleading.

Shortly after that incident at the parking garage, one of the 911 operators suggested adding this new nature code. It has now been implemented. In the past there were times where the 1-Alpha operator would use the verbage 'Structure Response' over the radio even though the call was coded a Structure Fire. This was done to avoid sounding misleading over the radio, even though there was no official 'Structure Response' nature code. Well. Now it's official !!

The bottom line is that it ultimately doesn't matter either way. Code 4 calls always result in the same number and type of units being dispatched, whether it be a Structure Fire, Structure Response, Odor of Smoke Inside a Structure (4OS), a Gas Leak (4GL), a Hazmat (4HM), a Sink Hole (4SH), or a Plane Crash (4PC). The CAD system only looks at the 4 in the nature code, and then assigns the FD units, regardless of the verbage.
