Black Moon:

Wiseman:

The main villain, the head and top guy, Wiseman, who orders around everyone.  His ambition is truly to kill everyone and everything, despite what his henchman might think.  While controlling the Black Moon family, Wiseman was able to convince Chibi-Usa to turn against her beliefs and memories and made her think that all those she cared for and loved really hated her (that would include me, irl =P).  In doing so, she was then able to take in Wiseman's dark energy and so created "Black Lady" (Wicked Lady).  His death came by a combination attack by Neo-Queen Serenity with the Silver Imperial Crystal of the past and Princess Serenity (Chibi-Usa) with the Silver Imperial Crystal of the future.  (needless to say, he was toast XD!)
In the Cartoon Network episodes (dubbed and edited), Wiseman, in the end, said he was actually a pawn to a great power than himself, a power called the "Doom Phantom."  As to the closeness to the Japanese original . . . I'm not quite sure what the translated equivalent (if any) of the "Doom Phantom."

Rubeus:

Rubeus, who took orders from Wiseman, was the first to appear from the future.  He ordered the four (weird) sisters to take over (crucial) crystal points in Tokyo so they could then take over the future Crystal Tokyo.  Eventually, he was killed when his spaceship was destroyed; Esmeraude, his sister, did not help him escape the ship back to the future.

Cooan/Catsy:

The first of the four sisters as well as the youngest of the sisters.  Equal to Sailor Mars, Catsy fought with the power of black fire.  She had fallen in love with Rubeus and the motif could be seen that despite her kindness (even some bad guys can have feelings!) and special treatment for him, he did not love her back.  For lack of succeeding in her mission, Catsy was given a "suicidal" power to try to take out the Inner Senshi as her despair consumed her when she finally found out that Rubeus did not love her back.  However, Sailor Mars's compassion towards Catsy (she felt that she was not truly evil) caused Catsy to have doubt in her despair.  Sailor Moon was able to heal her and restore her to before Rubeus made the four sisters bad.  Afterward, she would have an apartment with her sisters once they, too, were healed and restored.

Beruche/Birdy/Birdie:

Birdie, the second youngest of the four sisters, came after Catsy's defeat.  Equal to Sailor Mercury, she would use ice attacks.  But not only is she a match for Mercury in attacks, but she also played against Ami in a deadly game of chess.  Like her sisters, she didn't have too many episodes where she would bungle an assignment (gee, I wonder why =P).   Later, once she realized that she failed Rubeus for the last time, she also tries to go out in a suicidal manner.  But, again, her Senshi equivalent would not let her die.  Seeing her healed sister, she found hope in her lost oblivion (she tried to die by freezing herself by her own power, brr!).  So, she gave consent to be healed by Sailor Moon and was restored to her former self.  With Catsy, she was later able to reach her other two sisters.

Karaberas/Avery:

Avery is the second eldest of the sisters.  Her power equaled with Sailor Venus, using a whip to attack.  After the pitiful failures (and healing) of their two younger sisters, Rubeus gives Avery and Prisma a destructive wand with a very powerful dark crystal in a last act to get rid of Sailor Moon and the Inner Senshi.  Although she held the wand very little (from my DiC dub watching =Þ), she bickered with her older sister a lot.  In the end, since she didn't feel the power of the wand, she was the first to succumb to her younger (and restored) sister's cries to come back to what she (they) once were.  Along with Prisma, she was healed by Sailor Moon and live with her sisters at an apartment.

Petz/Prizma/Prisma:

The oldest of the four sisters; her power equaled Sailor Jupiter since she used a dark thunder power to attack.  After the pitiful failures (and healing) of their two younger sisters, Rubeus gives Avery and Prisma a destructive wand with a very powerful dark crystal in a last act to get rid of Sailor Moon and the Inner Senshi.  Since she was the oldest (and the most greedy/power hungry; again from DiC interpretation >P), she tended to use the wand more.  Because of this, she took a bit more persuasion than Avery by her sisters to become and want to be restored.  Ultimately, the powerful dark crystal energy source in the wand was defeated and crumpled into dust (like all the other stones).  She was healed and restored with her younger sister Avery by Sailor Moon.  She lived with her sisters in that apartment.
A little later, she brings Saffiru back to her apartment after he was injured by Wiseman once he discovered Wiseman's true intentions.  She nursed him with care but still let him go off to inform his brother, Prince Demando, even though she knows he would die.  Her sisters talk about what she did and what her relationship with Saffiru was to her.  Prisma loved Saffiru as he loved her.  After Saffiru's death, at the very end of the episode, the show zooms in to show her crying softly for her loss.  ((This is basically the last you see of the four sisters.))

Esmeraude/Esmeroodo:

As mentioned earlier, she had her first (brief) scene right before Rubeus's death and basically taunts him for his failures.  Her job, unlike the others, was to collect enough energy to open the Dark Gate; she did this by using crystal statues in vital locations in Tokyo to absorb energy.  Besides a very annoying DiC dubbed laughter, she was also in love with Prince Demando and would become very jealous over his obsession with Sailor Moon.  Wiseman later used her love for Demando and gave her a tiara which transformed her into a dragon-like creature.  Sailor Moon, of course, defeated the dragon and when she transformed back she died and her tiara/dark crystal crumpled to dust.
She was portrayed as very vain and would often check her appearance for her Prince Demando and when she was on earth on a mission.  Her greatest fear was of growing old.  ((this conclusion was from the DiC version, that I remember))

Saffiru:

Prince Demando's younger brother and his basic second-in-command.  He would make the dark hedges (crystal statues) for Esmeraude.  He never really trusted Wiseman from the beginning and through that suspicion, he was the first to discover Wiseman's true intent:  to kill them all (not the same goal as Prince Demando).  Barely managing to survive from his encounter with Wiseman, he took temporary shelter with Prisma.  Afterward, when he tried to go back and warn Prince Demando, his brother, of Wiseman's deceit, he was blasted by Wiseman before he could tell.  Needless to say, Prince Demando was peeved when he saw his most trusted advisor, Wiseman, kill his younger brother.

Prince Demando:

Demando was supposedly the main guy, although he was really a puppet by Wiseman.  Even so, he ordered around Esmeraude, Saffiru, and Rubeus.  Like many of the males in Sailor Moon, he was obsessed with Neo-Queen Serenity . . . Sailor Moon.  Because of this fetish, he also tried to get the Serenity of the present, Sailor Moon, to fall in love with him.  Like Saffiru, he was doomed to die by Wiseman's power, however, his death was one that protected Sailor Moon.

Black Lady:

"Wicked Lady" in the dub serious, Black Lady is actually a transformed Chibi-Usa.  Filled with dark energy supplied by Wiseman and her memories corrupted by doubt, she was yet another tool against Sailor Moon and the Inner Senshi.  Like most brainwashed good-guys, she realized her true memories and returned to her normal self.  (however, many people, myself included, believe that the only time Chibi-Usa was cool was when she was the Black Lady)
