The Egyptian Organization for Human Rights (EOHR)
in October 1994 appealed on behalf of an Egyptian doctor, sentenced to
flogging in Saudi Arabia.
EOHR appeals to the international
community, non-governmental organization and those concerned with human
rights to strongly intervene with His Majesty King Fahd Ibn Abdul Aziz of
Saudi Arabia to prevent the flogging of Egyptian physician Dr. Mohamed Kamel
Mohamed Khallfa. He has been charged with telling lies and sentenced to 80
lashes in front of a school at the time when pupils are leaving, as well as
to another 120 lashes - 60 after Friday prayers over a period of two weeks,
in El Bakeereya and 45 days imprisonment. He is currently held in El Brida
Prison in El Qasim because he had submitted a complaint against the
principal of Saoud El Kabir School in El Bekeereya, El Qasim, charging him
with sexually abusing his son, a pupil at the school. He accused him of
escorting the child to the school roof, injecting him with an anaesthetic
and sexually abusing him.
The Egyptian doctor is further charged with letting his son and wife
return to Egypt before the boy was put in a Saudi juveniles house, despite
the fact that he is still suffering from depression, acute anxiety,
involuntary urination and fits of crying, and fright. He is currently
undergoing medical and psychiatric treatment at Ein Shams University
Hospital.
EOHR has appealed to His Majesty King Fahd Ibd Abdul Azlz Al Saud and to
Saudi Arabia's Ambassador to Cairo and the Egyptian Foreign Ministry to
investigate the complaint by the Egyptian family, the circumstances
surrounding the detention of the Egyptian physician In Saudi Arabia and the
abuse of the child.
EOHR regrets that it has hardly received any response up to this point.
EOHR, Cairo, 10 October 1994.
