Charlie is a United States military general who sole mission is to stop the Evil M.Bison from taking over the world. What Charlie doesnt know is that completion of his mission could spell certain death.

Opinion

Charlie is a great character to frustatrate the hell out of your opponent. With his Flash Kick, Charlie clearly dominates the air game, which leaves a strong footsie game that is maddening for impatiant opponents.
