Overview Pharmacy students selected for the Senior COSTEP Program are sponsored by the Bureau of Prisons during their senior professional year. During their 9 to 12 month senior year, they are paid as an Ensign in the Public Health Service. Typically, this can range* from $2738.02-$4627.02 a month depending on the geographic location and dependants. Upon graduation, they are commissioned as a Lieutenant Junior Grade, and owe the BOP twice the amount of time they were supported. In other words, they will work for the BOP for 18 to 24 months in order to satisfy their obligation. At the end of the pay back period, the LTJG may choose to continue working for the BOP, transfer to another agency in the Public Health Service, or resign his or her commission.
*The range approximates two extremes. The total salary for a Senior COSTEP at University of South Dakota with no dependants and at University of California at San Francisco with dependants is $2738.02 and $4627.02, respectively.
Opportunities and Experiences For the last two years, the BOP has been the only agency which has selected pharmacy Sr COSTEPs. One reason this program continues to be successful, is that a student who is selected as a Sr COSTEP must have worked in the BOP, either as a Jr COSTEP or in an externship. Of the last nine Sr COSTEPs selected by the BOP, seven continue to work for BOP while only one has transferred to another PHS agency, and one has resigned her commission to work in the private sector.
Applications for Senior COSTEP are due December 31st of the junior year. To receive information or an application call: (301) 594-2919 or visit the PHS Senior COSTEP Page to download a complete application packet.

Overview For the last three years, the Bureau of Prisons has sponsored between 17 and 25 pharmacy students as Jr COSTEPs. These COSTEPs, temporarily commissioned as Ensigns in the U.S. Public Health Service, have performed a wide variety of clinical roles in ambulatory, hospital, mental health, and extended care settings. Jr. COSTEPs have participated in original research, provided continuing professional education to medical staff, presented disease education to inmates, both individually and in a classroom setting, and in at least two cases, have been awarded ribbons by the Public Health Service for exemplary activities. Several Jr COSTEPs have done a second tour the following summer because of the perception that these settings are excellent places to hone clinical skills.
