In the right circumstances, the integration of IDPs can bring benefits for both IDPs and the host community

  Responding to Displacement                                            

CTF specifies victims of the conflict, particularly those who have been displaced, as one of its primary target groups whom it provides assistance for. The people targeted by CTF are economically disadvantaged, have very limited access to facilities such as electricity and resources such as schools or medical care, and are highly socially vulnerable.

 IDPs and Local Hosts 
 

CTF carries out much of its work in the Puttalam district of Sri Lanka where there are high needs amongst displaced people and the host community. It is largely an agricultural area and the majority of the inhabitants are poor dry-zone cultivators or those who undertake agro-related work in prawn farms or small areas of paddy. Much of the work is classed as unskilled labour and as such most of the community remains highly impoverished. 

In addition to severe economic disadvantage, many displaced people are facing problems reclaiming property or land which previously they were forced to abandon in Northern Sri Lanka. Because of displacement, thousands of children do not have access to birth certificates or identification documents and as such are not able to attend school.  

This is the context in which people have to live and in which CTF endeavors to assist wherever possible.

 Lack of Money and Resources 

The main problem which CTF faces is the lack of resources. Like most other NGOs, CTF largely depends on funding agencies and private donations. The success of programmes is often affected by whether or not a donor is identified and funds secured. CTF sees the lack of resources as a challenge not as a stumbling block, and wherever possible it makes use of local resources and volunteers to implement projects.
