The attacks on the US embassies in Kenya and Tanzania underscore the need for all-out international action to stem and eventually stamp out terrorism. The explosions were clearly not the work of a few amateurs acting in an individual capacity.

The tactical action should be coupled immediately with strategic counter-measures. Foremost among these is one that President Mubarak has been urging for many months.

He has repeatedly appealed to all countries harbouring known or suspected terrorists to stop providing them with safe haven. He has singled out Britain, but there are others such as the Netherlands, Denmark and Switzerland, Sudan, and Afghanistan and Pakistan.

A recent report from Amsterdam quoting intelligence sources said between 300 and 400 terrorist suspects are living in the Netherlands.

Another glaring example: Abu Hamza El-Masri, a convicted Egyptian terrorist, has been granted British citizenship and travels freely using his British passport.

The aim should be to deprive terrorists of their operating bases by expelling them from the countries where they have taken refuge.

If they cannot be extradited to their home countries for so-called human rights, democratic or diplomatic considerations, then they should be expelled and denied the opportunity of a stable home and breathing space for plotting.
