The backstory for Resident Evil 2 is basically the following:There is an extremely evil and phenomanally powerful company known as the "Umbrella" corporation that conducts research for creating harmful viruses that turn humans,plants and animal lifeforms into zombies and can be transported from zombie to human via a bite.Umbrella controls Racoon(yes,only one "C" in this case)City(the setting of the game).Because they employ so many people in town,no one is willing to talk about the incident,and residents either drop to zombies like flies,or,like in most cases,they are turned into zombies themselves,further increasing the danger of the threat.Umbrella also has cut a deal with the chief of police for R.P.D.,(Racoon City Police Department)Mr.Brian Irons,sending him large sums of money over a course of five years and continuing to do so,so that Mr.Irons will cover-up incidents that seem Umbrella was or is directly involved in.Mr.Irons also cut off all escape routes for the residents of Racoon City, and spreaded intense confusion among the police and even hunting down some of the residents and even police of his own department himself.Mr.Irons is a psychotic rapist who escaped from two accounts of suspected rape because of both circumstantial evidence and his phenomenal academic standing.So,basically,Racoon City is REALLY screwed,and can only be saved by the likes of rookie cop for R.P.D.,Leon Kennedy or Claire Redfield (sister of Chris Redfield from the original Resident Evil) with some help from Ada Wong and twelve-year old, suprisingly mature for her age,Sherry.Good Luck,you're definetly going to need it.
