Rather than expand on theoretical points, I simply begin by assuming that nationalism means the existence of a political project of representing and organizing a group calling itself a nation. It is based on the belief that each nation should have one political unit, Georgia for Georgians, Armenia for Armenians, and so on.

The stage was set for an outbreak of war in both Abkhazia and South Ossetia. The nationalist policies of President Zviad Gamsakhurdia, elected in 1990, severely alienated the non-Georgian populations of Georgia. The son of a prominent Georgian writer, Gamsakhurdia began his anti-Communist dissident activities in the 1950s. In the late 1980s he became leader of the independence movement. After becoming Chairman of the parliament he was elected president in May 1990 with eighty-six per cent of the vote. Adopting the slogan ‘Georgia for Georgians’ he utilized the ethnic question to increase his popularity, but in promoting majority rights antagonized relations with minorities, threatening their cultural and political security and thereby helping to bring about the war in South Ossetia.

However: Georgia is a country overflowing with minority groups: Armenians, Ossetians, Abhazians, and many many others. Gamsakhurdia saw them as second-class citizens, and began a program of oppression and discrimination against them. His motto was "Georgia for Georgians". All this did was fill people with hate. You can't run a government efficiently on hate.

"Georgia is a unitary independent state, and therefore there can be no concessions to the separatists in Abhazia or southern Ossetia," [Gamsakhurdia] told the meeting outside the parliament building. "The representatives of all other nations are merely guests on Georgian land, who can be shown the door at any time by their hosts."

In the years of perestroika and glasnost, Georgian nationalism reached itsextreme form. The idea whereby the Georgians are the “hosts” and other ethnicgroups are the “guests” (often “ungrateful” because they had no right to self-determination on the territory that historically “belonged” to Georgians) waspropagated through the media and academic publications. One of the central Georgian newspapers, for example, went as far as publishing an article that sug-gested that restrictions be put on non-Georgian families to have no more than twochildren, because the birth rate among Georgians was allegedly the lowest at thattime. The slogan “Abkhazia is Georgia” was surpassed in popularity only by theslogan “Georgia for Georgians.” Frequently, at mass rallies, fighters for Georgia’sindependence demanded the abolition of Abkhazia’s and South Ossetia’sautonomous status. Zviad Gamsakhurdia, who was soon to become the presidentof Georgia, disseminated an address to the West Georgians that, in essence, wasa plan to assimilate or oust Abkhazians from their land.
