SCHENECTADY HOME IMPROVEMENT PROGRAM

Housing Grant Program

 

   

  The Schenectady Municipal Housing Authority (SMHA) administers a housing repair program, known as the  Schenectady  Home  Improvement Program (SHIP) for the City of Schenectady.  This grant program is funded with money the SMHA receives from the City of Schenectady.

FUNDS ARE PROVIDED FOR:

 

Ø      Emergency repairs: including heating systems, water mains, sewer laterals, roofing and unsafe structural conditions.           

Ø      General repairs: including interior and exterior repairs to meet Housing Quality Standards.

 

ELIGIBLE HOME OWNERS:  To be eligible you must own and live in your house.  A ninety (90) day residency is required.  Your City taxes, school taxes and homeowners insurance must be paid to date.  The amount of the grant is based on your total household income and the amount needed for repairs.  Assistance is provided to low income applicants anywhere in the City of Schenectady.  Moderate or high income applicants must live within a target area. A.)       "Low Income" applicants are eligible for a 100% grant throughout the City up to the lesser of the cost of repairs or $25,000.

 

B.)       Applicants with incomes between "Low" and "Moderate" income living within targeted areas are eligible for a 75% grant up to the lesser of the cost of repairs or $25,000.  The homeowner must provide 25% of the repair costs.

 

C.)       Applicants with incomes between "Moderate" and "High" income living within targeted areas are eligible for a 50% grant up to the lesser of the cost of repairs or $25,000.  The homeowner must provide 50% of the repair costs.

 

            Applicants who earn more the "High" income do not qualify for assistance.

 

 

Owning a home always presents unsuspecting problems. We keep trying to maintain our homes the best we can, but sometimes the repair cost is larger than our monthly income can support If you qualify for assistance, the Schenectady Home Improvement Program should be able to assist you.

Emergency repairs are those that pose an immediate threat to health, safety and welfare of their occupants.

Eligible emergency repair items are listed, but not limited to:

Broken sewer lateral (interior and /or exterior)

Broken water lateral (interior and /or exterior)

Cracked boiler or cracked heating exchanger for warm air furnaces during the heating season (Oct 1st – May 1st)

Cracked or broken sanitary stack

Direct short or Bared electrical service only

Any Structurally unsafe condition as determined by the Building ,Plumbing of Electrical inspectors (Notice of Violation must be, or is in your possession)

 

A call to our office will place you in contact with a staff member. You will then be referred to the Construction Inspector. He will set up an appointment with you to review the emergency if it does in fact fall into the above categories. Once it has been established that an emergency condition exits, the inspector will fill out a report. Depending on the work it will take to correct the emergency we will then solicit proposals from a specialized contractor.

Our program also has on- call contractors for repairs that must be made right away.

Major repairs: We will write up a Specification and go out to bid.

All repairs that exceed $3,000.00 the homeowner will incur the difference.

A note Mortgage (lien) will be recorded on your property for a five year period totaling the grant amount.

 

The primary objective is to provide for the rehabilitation of housing to maintain and conserve the existing city housing stock and to provide a suitable living environment principally for persons of low and moderate incomes.

To provide for the elimination of slums and blight and the prevention of blighting influences.

To provide continuous restoration and preservation of properties for historic or aesthetic reasons up to the maximum financial assistance available for the program.

The Schenectady Home Improvement Program is available to:

ALL homeowner occupants residing within our Low-Moderate SONYMA-Target Area. (see Target area map)

For all homeowners living in the City of Schenectady whose annual income is very low or 50% Metropolitan Statistical Area (MSA) (see income guidelines chart)

The waiting list is formed chronologically .Clients are placed on the list in order in which their application has been received through this office during the time that our list has been opened.

Our target date for the future for the list to open is: March 1st 2001

Ø Grant-in –Aid Program: This program will provide 100 % grant assistance up to the maximum allowed to the homeowners in the very low income group.(50% MSA)

Ø Grant-75 Program: This program will provide 75% of the rehabilitation cost up to the maximum allowed to homeowners in the low income group.(80% MSA)

Ø Grant-50 Program: This program will provide 50% of the rehabilitation cost up to the maximum allowed.This program is available to all homeowners residing in the target area whose income is between 80% and 120% of the Section 8 Income Guidelines.

Owner occupants of (1-4) unit structures may receive up to $25,000.00 grant. Projects exceeding $25,000.00 will require additional funds from the homeowner to cover all costs above the $25,000.00 grant amount. If you are unable to cover these costs the project may be deemed infeasible.

A recorded Schenectady Municipal Housing Authority Note and Mortgage will secure all grants.

 

 

All home improvement projects administered by the SHIP program shall comply with all City Housing Code Ordinances, Section 8 Housing Quality Standards, and all Home Improvement Program Objectives.
