The Planning Process
1. Assemble and review materials already drafted. When the planning team is ready to write a formal plan, most of the important writing already will be done. The planning team should be sure to use the needs, goals, indicators, and strategies they generated during the planning process. These form the basis of the plan.

2. Agree on length and format. Of course, continuous improvement plans should be clear, concise, and logically organized so they can be easily used. But no perfect length or format exists. A time saving step is to agree on the content and length of each major section before writing begins. This is especially important when more than one person is writing.

3. Outline, Draft, and Revise. Beginning with a draft of the executive summary and an outline will give the writer(s) a framework.
Developing the action plan grid is a process of designing the activities required for implementing each technology goal. An action plan serves the identical function for the technology team as the road map does for the traveler.  In addition, it provides other essential details that the road map does not. It describes not only how to arrive at the desired destination but includes warnings about all the bumps and detours along the way. It describes the tasks that must be performed, the responsibilities that must be assigned, the resources that must be allocated, and the schedules that must be met.
