Purpose
The purpose this database is to make badging information and employee history information more available to top management.
The existing system is paper based. Employees must have certain training courses in order to gain access to certain secured areas of the Cape. Once the training expires employees are no longer allowed access to secure areas and cannot obtain the proper badge.
This information is kept in a NASA database. Current information can only be obtained by requesting it from KSC or SGS. The information is delivered by US mail. Someone then must determine why the employee was denied access and which safety training course that employee needs.
The disciplinary action records are also paper based. An "Employee Warning" slip is issued to an employee for an infraction. The employee is given the original and a copy is placed in the employee’s file. There have been disappearances of these forms from the employee files.
The existing system causes major delays. Projects are delayed and must be rescheduled. Time is wasted on paperwork, customers waiting, and employees working on non-essential tasks. Also, paper-based files are not secure.
The requirements are that the database provide, in the form of a report, employee information including name, address, phone, employee number, SSN, start date, courses taken, courses needed, SGS PRP status, and work history.
Implementation of this database will streamline the badging process and improve customer relations. This will reduce wasted trips to the badging station, eliminate scheduling delays, and save on fuel costs. Data redundancy will be reduced saving physical filing space. Employees will be free to pursue essential and productive tasks. Security of records will be increased. Only top management will have access to the files.
Tim Liston, General Manager of Britt’s, says “Our database could be on Kennedy Space Center and Cape Canaveral Air Force Station badging for Britt's and subcontracted employees. This whole process would be streamlined if it were electronic and not done on paper. The overall filing and recording method is in need of work and only gets worse as time passes. The information is available from many aspects of the process but is not combined as a useful tool. Items or divisions involved are; employee name base, gate access badging, controlled area badging, security clearance, employee KSC/CCAFS and OSHA training. The information could be available online and shared for better scheduling, manpower placement and forecasting.”
