To make my skins, I used Adobe Photoshop 5.0. This is a very intense graphic program (expensive too) but you do not necessarily need it to make a good skin. Adobe PhotoDeluxe is a good program also and relatively cheap; it comes with most scanners now. Microsoft Paint is possible but your quality will likely suffer if you use it. A photo editing program is probably going to be your best bet if you want to get into RC skin making.
