The
unemployment scale among the The constitution in Poland provides equal rights both to the handicapped and the other citizens, including the right to work. The handicap causes definite consequences in the professional field as limitation of professional possibilities and difficulties in practicing a profession itself, and at the same time job is one of the rehabilitation methods that has been applied for a long time (work is of the longest standing rehabilitation methods). There has been proved in many publications that work is an important therapeutic factor because it makes it possible to a handicapped person a considerably fuller participation in social life. In 2002 the amount of the handicapped was 5456.7 thousand, which was 14,3% of the total population in Poland. There was 1011.1 thousand professionally active handicapped while 4233.2 thousand professionally passive handicapped, which means that professional activity among the handicapped in 2002 was 19.2% and it was nearly 3 times lower than among the total population of age of 15 and more. The results of the conducted statistic analyse of the situation of the handicapped at the job market are alarming and undoubtedly indicate that providing job to the handicapped should be one of the priorities in the state’s policy because a professional job enlarges the material and life self-independence of the handicapped and in this way it reduces costs of social support to these people.
