Several days ago, President Gloria Macapagal-Arroyo floated the idea of constitutional change by citing federalism.  This statement elicited various reactions for or against the timeliness of the idea.  But whether timely or not, the fact is constitutional change, via amendment or revision, is inevitable in the Philippine society, considering the dynamism, pluralism and diversity of Philippine politics.

Amid this inescapable reality of constitutional change in our country, on year, two years or three years from now, we law students and future lawyers are called upon to propose, are called upon to prepare.  Prepare our constitutional agenda, our proposals, our skills for constitution-making.  There is no substitute for preparation.

This Seniors' Constitutional Convention is your preparation.  I am certain that some, if not many of you, trained in this venerable San Beda College of Law in the bosom of this great institution, will be future architects of our Republic's Constitution.

Let us make a pearl out of this Seniors' Constitutional Convention 2007.
