The Gulf War proved the need for broadcast ficilities that are capable of operating without commercial power and from locations not associated with traditional broadcast towers/sites.

Using Solar Powered Broadcast transmitters mounted on urban hi-rise buildings in many locations throughout a country, a network of communication would enable a government to keep its people informed even if conventional broadcast stations were taken over or destoyed by hostile forces.

These non-traditional facilities would be concealed within the buildings structure and operated for short periods of time to make signal tracking difficult.
