VEGETABLE PRODUCTION AND MARKETING BOARD LAW, 5719-1959*
CHAPTER ONE : INTERPRETATION
Definitions. 1. In this Law --
  • "vegetables" means agricultural crops specified in the Schedule ;
  • "grower" means a person who grows vegetables for the purpose of marketing or for the purpose of processing ;
  • "distributor" means a person who carries on the marketing of vegetables;
  • "the Ministers" means the Minister of Agriculture and the Minister of Trade and Industry.
CHAPTER. TWO: THE BOARD, ITS FUNCTIONS AND POWERS
Establishment
of Board.
2. There is hereby established a "Vegetable Production and Marketing Board" (hereinafter referred to as "the Board").
Functions
of Board.
3. The functions of the Board are :
  • (1) to plan the growing of vegetables;
  • (2) to regulate the marketing and supply of vegetables;
  • (3) to centralise and regulate the export of vegetables;
  • (4) to encourage and assist -
    • (a) the development of the vegetable industry, the improvement of the methods, of cultivation and the raising of labour productiyity and of the standard of the crops ;
    • (b) the increase of the consumption of vegetables;
    • (c) the tinning of vegetables and the consumption of tinned vegetables ;
    • (d) the marketing of vegetables in Israel and the export of vegetables ;
    • (e) the establishment of markets, packing-houses, storage depots, and cold stores, for vegetables.
The Board-
a corporation.
4. The Board shall be a corporation, competent to enter into any obligation, to assume any right and to be a party to any legal act.
Composition
of Board.
5.
  • (a) The Ministers shall prescribe the number of the members of the Board, which shall not be less than forty; the Board shalI include representatives of the Government, representatives of the World Zionist Organisation-Jewish Agency (hereinafter referred to as "the Agency") and representatives of the public.
  • (b) The representatives of the public shall be: representatives of the growers, representatives of the distributors, representatives of the retail trade and representatives of the consumers.

of the Agency.
6. The representatives of the Agency shall be two in number and shall be appointed by the Ministers upon the recommendation of the Agency.
Representatives
of the
Government.
7.
  • (a) The number of the representatives of the Government shall not exceed one fifth of the total number of the members of the Board.
  • (b) The mode of appointment of the representatives of the Government shall be prescribed by the Ministers by regulations; the Minister of Agriculture shall appoint from among them the chairman of the Board, and the Minister of Trade and Industry shall appoint from among them the vice-chairman of the Board.
Representatives
of growers and
distributors.
8.
  • (a) The Ministers shall request organisations which in the opinion of the Ministers are representative organizations of growers, and commercial bodies which in the opinion of the Ministers are representative bodies of distributors, to submit lists of candidates to the Board ; the Ministers may regard as a representative organisation or body an association of organisations or commercial bodies as aforesaid which have agreed to submit a joint list of candidates, if, in the opinion of the Ministers, that association is to be so regarded in view of the weight it carries.
  • (b) The Ministers shall appoint from the lists submitted by growers' organisations a number of persons who, with the representatives of the Agency, shall form not less than half of the number of the members of the Board, and from the lists submitted by commercial bodies a number of persons who shall form about one fifth of the number of the members of the Board.
Representatives
of retailers.
9. The representatives of the retail trade shall be two in number and shall be appointed by the Ministers from lists submitted to them, upon their demand, by organizations which, in the opinion of the Ministers, represent the retail trade in vegetables.
Representatives
of consumers.
10. The representatives of consumers shall be two in number and shall be appointed by the Ministers from a list submitted to them, upon their demand, by the Local Government Centre or any other organization replacing it.
Non-submission
of lists of
candidates.
11. Where any of the organisations or bodies referred to in sections 8-10 does not submit a list of candidates within the time prescribed by the Ministers, the Ministers may appoint as representatives of the section of the public connected with that organisation or body such persons as, in the opinion of the Ministers, represent that section of the public.
