NEGEV LAW, 5746-1986*
   
The Negev 1. For the purposes of this Law, the Negev is the Beersheba subdistrict as referred to in the Notice of the Division of the Territory of the State into Districts and Subdistricts and the Description of Their Boundaries(1).
Development
and Settlement
of the Negev
2. The Government shall attend to the development and settlement of the Negev and, within the framework of the Development Budgets at its disposal, shall allocate resources for the development of the Negev.
The Council
and its
functions
3. There is hereby established the Negev Council (hereinafter referred to as "the Council"). Its functions shall be to advise the Government on everything connected with the development and settlement of the Negev and with the initiation of enterprises and encouragement of investments in it.
Members of
Council
4.
  • (a) The members of the Council shall be:
    • (1) the Minister of Industry and Commerce and the Minister of Economics and Planning (hereinafter referred to as "the Ministers"), who shall be the chairmen; for this purpose each of them may designate a Member of the Knesset resident in the Negev to be his representative;
    • (2) seven representatives of the Government, appointed respectively by the Minister of the Interior, the Minister of Construction and Housing, the Minister of Defence, the Minister of Education and Culture, the Minister of Economics and Planning, the Minister of Energy and Infrastructure and the Minister of Finance;
    • (3) all the Members of the Knesset whose permanent place of residence is in the Negev;
    • (4) all the heads of local authorities in the Negev;
    • (5) three representatives of Ben-Gurion University in the Negev;
    • (6) ten public figures appointed by the Ministers from among the residents of the Negev, including at least one from the Beduin sector.
  • (b) Notice of the composition of the Council and of changes in its membership shall be published in Reshumot.
  • (c) The Ministers shall prescribe the order of the deliberations and work procedures of the Council.
Implementation
and
regulations
5. The Ministers are charged with the implementation of this Law and may make regulations as to any matter relating to its implementation.
