IDENTITY CERTIFICATE (POSSESSION AND PRESENTATION) LAW, 5743-1982 *
   
Definitions. 1. In this Law --
  • "soldier" has the same meaning as in the Military Justice Law, 5715-1955(1);
  • "senior police officer" and "head of local authority" include a person empowered by a senior police officer or the head of a local authority, in writing, for the purposes of this Law;
  • "resident" and "identity certificate" have the same respective meanings as in the Population Registry Law, 5725-1965(2).
Possession and
presentation of
identity certiflcate.
2. A resident who has completed his sixteenth year shall carry an identity certificate with him at all times and shall present it to a senior police officer or the head of a local authority, or to a police officer or soldier on duty when requested by him to do so.
Certificate of
non-resident.
3. A non-resident who has completed his sixteenth year shall carry with him at all times an official certificate attesting to his identity and bearing his photograph and shall present it when requested as specified in section 2.
Penalty. 4. A person who contravenes the provisions of this Law shall be liable to a fine of 5,000 shekalim:

Provided that a person shall not be prosecuted for non-presentation of a certificate if, within five days after he is requested to present it, it is presented to the official who requested its presentation or to a police officer at a police-station and the identity of the person is established thereby; when his identity has been so established, he shall, at his request, be given a written confirmation of such fact at a police-station.

Amendment of
Population
Registry Law.
5. In the Population Registry Law, 5725-1965 -
  • (1) in section 24, the words "may receive" shall be replaced by the words "shall receive";
  • (2) in section 35(b), the following paragraph shall be added after paragraph (4):
    "(5) has not received an identity certificate under section 24.".
Implementation
and regulations.
6.
  • (a) The Minister of the Interior is charged with the implementation of this Law and may make regulations for its implementation.
  • (b) For the purposes of the duty imposed by section 2 or 3, the Minister of the Interior may by regulations, with the approval of the Home Affairs and Ecology Committee of the Knesset, prescribe another official certificate as an identifying certificate.
Commencement. 7. This Law shall come into force on the 16th Tevet, 5743 (1st January, 1983).
