The 1975 Baker Park Proposal is an early examination of the Riel family's farm and gristmill  on Lot 50 and Lot 51 in St. Vital. The present work being done to preserve the Riel Mill site is a direct  continuation of this early proposal. Ralph Baker the City of Winnipeg Recreation Planner was determined to acquire the land and make a park in 1975-76. The story of how that early plan became unravelled has yet to be written.
