Well it's not that hard, so your in luck!
My only requirements are as follows...
1. You must have a kick ass layout...
2. I'd prefer that you'd have at least 8 sections and some good content...
3. You must be at least 50% done with your page...
4. And the most important requirement is, that have to be nice!, meaning that you can't be rude or dick to all your fellow dragonball fans, and basically just have a cool & easy going personality.
