Grand Bes Din
There is only one official political structure that all Nockers
recognize: The Bes Din. There are local Bes Dins in almost every Nocker
freehold, and most kingdoms have at least one within its borders if a
Nocker freehold is not within its borders. The Bes Din acts as a
trademark and patent office more that a governing body. The local Bes
Dins recieve the applications and submissions of local Nockers and
determine whether or not it is worthy of the Grand Bes Din's attention.
The Grand Bes Din, located in Halifax, Nova Scotia, is the highest
Nocker governing body. The Grand Bes Din consists of six judges; three
from the Seelie court and three from the Unseelie Court. These judges
known as Dayan record invention specifications on retrievable goblin
parchment and file the sheets in massive iron vaults. A Nocker given a
patent has sole proprietorship of that item for three years and noone
else may profit from his work without his permission. Nockers of both
courts abide by these rules. The Bes Din also sets guidlines on what
technology my be sold to the other kithian, making illeagle to sell
most of the Nocker Hi-Tech weaponry to the other kiths. The Grand Bes
Din has and official voice in the Parliment of Dreams. Other kithian
who are foolish enough to infringe on a Nocker patent are victims of
unexpected and often lethel goblin raids. The Bes Din hires Goblins as
well as The Weapons Guild providing tacticle squads to oversee Nocker
security. The Grand Bes Din actually controls a very sizable army,
complete with Hi-Tech war machines and golems.
