SAMAHANG SIKOLOHIYA

SA UP BISAYAS

Miag-ao, Iloilo
1993 CONSTITUTION

Amended as of 2003

 

 

PREAMBLE

 

We, the members of Samahang Sikolohiya sa UP Bisayas having full trust in God Almighty, determined to establish an organization that shall promote our welfare and interests towards the attainment of our ideals and aspirations, do hereby promulgate this constitution.

 

 

ARTICLE I.     NAME, SCOPE, DOMICILE

 

Section 1.       The organization shall be called Samahang Sikolohiya sa UP Bisayas and shall be designated in all its communications, contacts, and other pertinent matters.

Section 2.       The organization shall be the official representative of The UPV Miag-ao Psychology students in all undertakings.

Section 3.       The organization shall be based at U.P. in the Visayas Miag-ao campus.

 

ARTICLE II.    OBJECTIVES

 

Section 1.       To promote Filipino Psychology.

Section 2.       To foster responsible and harmonious relationships among students of Psychology uniting them into one, active and compact group.

Section 3.       To create an atmosphere for the exchange of ideas.

Section 4.       To forward scholastic, academic and intellectual interests of members.

Section 5.       To extend services and assistance to parties/entities that will not only expose and add to the knowledge and experiences of members but will likewise fill the need of recipient parties/entities.

 

ARTICLE III.   THE GENERAL FORM OF THE ORGANIZATION

 

Section 1.       The Samahang Sikolohiya sa UP Bisayas shall be composed of the General Body and an Executive Body.

Section 2.       The General Body shall be composed of all qualified members regardless of status. This shall be the highest policy-making body.

Section 3.       The executive Body shall be composed of qualified members of the General Body.

 

 

ARTICLE IV.  MEMBERSHIP

 

Section 1.       Membership shall be open to all qualified U.P. in the Visayas, Miag-ao and Iloilo City campuses’ students who signifies their intention to be a member of the organization.

Section 2.       Membership shall be open to all UPV students with BA Psychology as their first or second major; and/or all other students who have credited at least six (6) units of Psychology courses.

Section 3.       All possible recruits should undergo a week long team building activities called the “Pakuno-kuno”.

Section 4.       There shall be a membership fee of twenty five pesos (P25.00) or any amount thereof, agreed upon by the General Body, effective that current term.

 

ARTICLE V.   RIGHTS AND PRIVILEGES

 

Section 1.       Every member of the organization shall have the following rights and privileges:

a.      to be fully informed of all affairs of the organization ; and the reasons behind policies, programs, projects and actions as may be adopted by the organization.

b.      to participate in all activities and undertakings of the organization.

c.      to have access to records—financial or otherwise—of the organization.

d.      to avail services/assistance as may be rendered by the organization.

e.      to enjoy such other rights and privileges, provided however, that such rights and privileges shall not in a way contravene with any provision of this constitution.

Section 2.       All members will enjoy the rights and privileges enumerated in the proceeding section and may be elected into office.

 

ARTICLE VI.  DUTIES AND RESPONSIBILITIES

 

Section 1.       Strict attendance shall be observed on general assemblies.

Section 2.       Unexcused absences shall be fined an amount of ten pesos (P10.00) or any amount thereof, agreed upon by the General Body, effective that current term.

 

ARTICLE VII. IMPEACHMENT OF MEMBERS

 

Section 1.       Any member found guilty of committing grave misconduct against the university shall automatically be ejected from the organization.

Section 2.       No impeachment proceedings may be initiated except a petition of at least fifteen (15) members on the following grounds:

a.      violation of the constitution.

b.      neglect of duty; and

c.      gross misconduct and immorality

Section 3.       No member shall be impeached without a verdict of 50% plus one of all total number of active members.

Section 4.       The party candidate for ejection shall have the right to defend and justify their position.

Section 5.       Any member who shall leave the university shall automatically be ejected from the organization as regular members.

 

ARTICLE VIII. THE EXECUTIVE BODY

 

Section 1.       The Executive Body shall be the official representative of the organization.

Section 2.       The Executive Body Shall lead, manage and initiate the affairs of the organization.

Section 3.       The Executive Body shall be composed of the Kapwa, Katuwang Panloob, Katuwang Panlabas, Tulod-lapis, Tago-piso, Taga-tsismis, Tanod/s and the Tagapangalaga/s.

Section 4.       The Executive Body can create additional office if it deems necessary for their specific term.

 

ARTICLE IX. QUALIFICATIONS OF THE EXECUTIVE BODY

 

Section 1.       Members of the Executive Body shall have the following qualifications:

a.      he/she must be a bonafide student of the University of the Philippines in the Visayas – Miag-ao and Iloilo City campus

b.      he/she must maintain a general weighted average of at least 3.0 regardless of deficiencies (4.0, 5.0, DRP and INC’s)

c.      he/she must be of good moral character; and

d.       he/she must not hold positions equivalent to Chairperson and Vice-Chairperson in any other organization recognized by the university.

Section 2.       The Kapwa, the Katuwang Panloob, and the Katuwang Panlabas must have a residence of at least two (2) semesters immediately preceding the election while it is sufficient for all other officers to have a residency of only one (1) semester prior to the election.

Section 2.       The Kapwa, Katuwang Panloob and Katuwang Panlabas should either be a senior, junior, or sophomore student with Psychology as first major.

Section 3.       The Tulod-lapis, Tago-piso, Taga-tsismis, Tanods, and Tagapangalagas should be a regular member regardless of major.

 

ARTICLE X.   ELECTION AND TENURE OF OFFICERS

 

Section 1.       The election of officers shall be held two (2) weeks prior to the end of the academic year.

Section 2.       Elections should be done in the most legal and convenient way possible.

Section 3.       The tenure of all elected officers shall be for a year and shall start right after the election and shall terminate after the new set of officers have been elected.

Section 4.       Induction of officers shall not be later than five (5) days after the election, and must be before the presence of at least one-fourth (1/4) of the body plus the adviser.

Section 5.       Any officer may be removed from office if and when proven guilty of gross violation of any provision of this constitution and/or inexcusable negligence of duty and/or found in gross negligence of the rules and regulations of the university. Impeachment proceeding can be initiated through a written petition of at least one-third (1/3) of all members or it can be initiated by members of the Executive Council itself.

Section 6.       The officer subjected of an impeachment proceeding shall be informed in writing of charges filed against him/her. The said officer shall have the right to be heard by the members in a general assembly called for the purpose.

Section 7.       Impeachment of any officer shall be effected by a majority of two-thirds (2/3) of all members.

Section 8.       Officer impeached shall be removed from office and shall be disqualified from holding or enjoying any position in the organization but shall not lose his membership in the organization.

 

ARTICLE XI.  POWER, DUTIES, AND FUNCTIONS

 

Section 1.       The officers of the Executive Council shall be the Kapwa, Katuwang Panloob, Katuwang Panlabas, Tulod-lapis, Tago-piso, Taga-tsismis, Tanods and the Tagapangalagas who shall be elected by the majority vote of members.

Section 2.       The Kapwa shall:

a.      act as the Chief Executive of the organization

b.      exercise general supervision over all activities of the organization; and

c.      sign all official papers of the organization.

Section 3.       The Katuwang Panloob shall:

a.      assist the Kapwa in all matter where his/her assistance is required

b.      shall be responsible of all internal proceedings called for by the organization’s activities; and

c.      serve as Kapwa whenever the office of the Kapwa  is vacant by reason of incapacity , resignation, or removal.

Section 4.       The Katuwang Panlabas shall:

a.      exercise general supervision over all activities and undertakings of the Tanods and the Taga-tsismis

b.      take charge of information campaigns on organization activities; and

c.      promote good relations with the public.

 

 

Section 5.       The Tulod-lapis shall:

a.      keep a journal of the proceedings of the organization and minutes of meetings

b.      keep all papers and correspondences of the organization; and

c.      attest to all official acts in meetings of the organization.

Section 6.       The Tago-piso shall:

a.      act as a custodian of all funds generated

b.      keep a record of the funds and prepare a financial report at the end of each semester; and

c.      disburse funds and payments as authorized by the organization or the Executive Body.

Section 7.       The Taga-tsismis shall:

a.      release publicity items regarding the organization’s activities, and

b.      have general supervision of all other pursuits involving information dissemination.

Section 8.       The Tanods shall:

a.      disseminate information to his/her batch mates as to the organization’s activities, on-goings, and happenings

b.      assist fellow Tanods in the performance of his/her duties; and

c.      represent his/her batch mates in the organization.

Section 9.       The Tagapangalagas shall:

a.      act as the custodian of all properties of the organization; and

b.      keep an inventory of the said properties.

Section 10.    All officers of the organization shall:

a.      be authorized to create a staff to assist  them in the performance of their respective function; and

b.      perform other functions that may be assigned to them by the Kapwa and/or the organization.

 

ARTICLE XII. MEETINGS

 

Section 1.       Regular meetings shall be held twice a month at a place and time convenient for the body.

Section 2.       Executive Body Meetings shall be held every week at a place and time decided by the members of the Executive Body.

Section 3.       Emergency meeting shall be called by the Executive Body provided that notification shall be at least 24 hours prior to the meeting proper.

 

ARTICLE XIII. THE ADVISER

 

Section 1.       The adviser shall be chosen by the Executive Council for every year from among the Psychology teachers of UPV Miag-ao and shall be subject to approval of the General Assembly.

Section 2.       The adviser shall be the consultant of the organization.

Section 3.       The adviser shall attend Executive Council meetings and General assemblies.

Section 4.       The tenure of the office of the adviser shall be the tenure of the elected officers.

 

ARTICLE XIV. ALUMNI RELATIONS

 

Section 1.       A member shall be an alumnus/alumna when he/she graduated or upon leaving the university.

Section 2.       Active alumni can be honorary co-advisers of the organization upon invitation of the Executive Council and the Body.

Section 3.       The executive Council may invite active alumni to participate in its activities. Alumni participating fee shall be any amount above the membership fee.

 

ARTICLE XV. AMENDMENTS

 

Section 1.       This constitution may be amended in part or in whole by the submission of the General Body by at least ten (10) members.

Section 2.       Any such proposed amendments shall be approved by two-thirds (2/3) of all members.

 

ARTICLE XVI. EFFECTIVITY CLAUSE

 

Section 1.       This constitution shall take effect immediately upon the approval of at least two-thirds (2/3) vote of all members.

Activities

Acquaintance Party- bonding of Samasik members as well as getting acquainted with other Psychology students. It includes games, small talks, group dynamics, and tsibug!!!

SAMASIK Orientation- introduces Samasik as an organization to Psych majors and other Samasik aspirants. Objectives, activities, etc. are presented in this activity.

Pakuno-kuno- Samasik applicants undergo stages to test their initiative to carry on tasks given by the "Babaylans" or Samasik members.

Patuod-tuod- the highlight of the week-long Pakuno-kuno. This is when applicants are being screened to be members of Samasik.

Rummage Sale- the official fund-raising activity!!! It does not only aim to raise funds but also to strengthen the bond among Samasik members. It teaches us to be resourceful and get along with other people.

Larong Pinoy- a sponsored activity of the Samasik every Sports Fest. This has to foster one of Samasik's objectives, which is to promote Filipino Psychology.

Sikolotoy Express- this is held every February which primarily aims to celebrate the day of hearts. This is a stall where roses, candles, and other Valentine's stuff are sold.

Bingo Express- to raise funds as well as promote one of Filipino's favorite games.

Outreach Program- held every December. This activity aims to extend help to the less fortunate children.

Psychology Student's Association of Iloilo (PSAI)- an organization of psychology students of Iloilo's four universities (University of the Philippines in the Visayas, Central Philippine University, University of San Agustin, & University of Iloilo) where Samasik is also a member organization.
