JOB DESCRIPTION:

1. Supervised the establishment, protection and maintenance of tree parks, greenbelts and other tourist attractions (e.i., Biak-na-Bato National Park) in areas identified and delineated by the Department of Environment and Natural Resources, except those covered by the Integrated Protected Areas System, as defined by law and the collection of fees for their services and the use of facilities established therein;
2. Except export and import, supervised the regulation of flora outside protected areas including industries and businesses engaged in the propagation and development, such as orchidaria and nurseries, provided that such industries and businesses are registered with the Department of Environment and Natural Resources for monitoring purposes;
3. Supervised the implementation of the Rehabilitation in Conservation Hotspots (RICH) and the Conservation of Rare and Endangered Species (CARE) activities in areas identified and delineated by the Department of Environment and Natural Resources;
4. Supervised the enforcement of the following pollution control and environmental protection laws, rules and regulations:
(a) Issuance of Environmental Compliance Certificate (E.C.C.) for projects and businesses under the Kalakalan 20 (Republic Act No. 6810);
(b) Adjudication of Cases involving complaints against businesses under the Kalakalan 20;
(c) Apprehension and testing of smoke-belching vehicles and collection of appropriate fees and charges;
5. Supervised the implementation of solid waste disposal and other environmental management systems and services related to general hygiene and sanitation, such as sewage and household wastes disposal;
6. Supervised and adjudication of the administrative abatement of noise and other forms of nuisance as defined by law; and,
7. Supervised the implementation of Cease and Desist Order issued by the Provincial Governor relative to environmental management system.

1. Adjudicated mining conflicts covering areas under small scale mining and commercial sand and gravel quarrying operations within the Province of Bulacan, Philippines;
2. Drafted Ordinances and Executive Orders related to devolved functions on Forestry, Lands, Mining and Environmental Management of the Provincial Government of Bulacan, Philippines. Prepared the existing and enacted Provincial Environment Ordinance of the Province of Bulacan (Prov'l Ord. No. 95-01(A);
3. Rendered legal advise and opinion to the Provincial Governor and Provincial ENRO, Province of Bulacan, Philippines in relation to the functions being implemented within the principle of devolution on Forestry, Lands, Mining and Environmental Management;
4. Drafted complaint, legal documents, affidavits, and assist the Provincial Governor and Provincial ENRO in the implementation of devolved functions on Forestry, Lands, Mining and Environmental Management, and in the filing thereof with proper government agencies and institutions;
5. Evaluated and, gave legal advise and opinion in connection with documents submitted with the Provincial Governor and Provincial ENRO, Province of Bulacan, Philippines relative to functions undertaken under the devolution on Forestry, Lands, Mining and Environmental Management;
6. Held the designation as "HEARING OFFICER" of the PROVINCIAL POLLUTION ADJUDICATION BOARD (PPAB), created by the Provincial Government of Bulacan, Philippines, to effective implement the devolved functions relative to adjudication of complaints on environmental management as recommended by the undersigned;
7. Rendered legal advise and opinion to the PROVINCIAL MINING & REGULATORY BOARD (PMRB) of the Province of Bulacan, Philippines in relation to the functions and objectives of the Board as mandated under the R.A.7076 (People's Small Scale Mining Act) in relation to R.A. 7942 (Philippine Mining Act of 1995);
8. Conducted investigation on Illegal Land Conversion within the Province of Bulacan, Philippines;
9. Attend to other matters being assigned from time to time.
