There are fifty-eight schools in the city. Forty-six of which are public, eight are private, and four are vocational/technical.
A City Social Development Council has been established to effectively deliver social welfare services to its constituents through the various programs under health, education, shelter and social welfare. The various programs are health services, family planning, population awareness and sex education, self-employment assistance, practical skill traning, adult education, non-formal education, nutrition, low-cost housing and livelihood.

Government health facilities in the city includes one hospital, a City Health Center, six Barangay Health Stations and a Chest Clinic. Privately-owned and operated health facilities include 4 hospitals, 4 diagnostic centers, and a number of medical and dental clinics.
Roxas City is also a place of tranquility. To this date, it still lives up to its being peaceful. The PNP Station Command iis active in its role as keeper of peace and order. For fire protection, the Roxas City Fire Station is ready to serve its constituents. The Capiz Citezen Action Group, a private volunteer organization, is also active in supplementing the service rendered by the Bureua of Fire Protection.
