If Service President Eric Medina would have been christened again, he would probably be wearing the name “SERVICE.”

President Eric is a seasoned public servant, now on his third and last term as a City Councilor of the Second District of Quezon City, since being first elected in 1998. He is not the average elected public official, for his remarkable accomplishments as a legislator, made him the MOST OUTSTANDING COUNCILOR for 4 consecutive years, starting from his maiden year in 1998. He is currently President Pro-Tempore of the City Council and Chairman of PLEB, after serving in various capacities including as 1st Assistant Majority Floor Leader in 2003-2004 and in 2001-2002 as 2nd Assistant Majority Floor Leader, Chairman of both Tricycle Franchising Board (TFB) and PLEB. He also serves as chairman for the following City Council committees: Committee on Public Order and Safety, Committee on markets and Slaughterhouses, Q.C. Peace and Order Council and Committee for the handicapped people.

This veteran legislator and public servant has received various recognitions and awards and has also been a Hall of Fame Awardee from various government agencies, NGO’s and private organizations.

Pres. Eric and Gov. BenjieAs an untiring public servant and conscientious legislator, he has been primarily responsible for addressing the real needs of his constituents, such as delivery of basic services (for peace, safety & public order - BSDO uniforms, night sticks, service vehicles, street lights, traffic lights and signs, tents, waiting sheds and footbridges; for children, youth and women empowerment – sports materials, livelihood and jobs programs, books for the Day Care Centers, construction of Day Care Centers and establishment of public elementary and high schools; for health – water testing and inspection of all bottled water filling and refilling stations in Quezon City, creation of DENTAL HEALTH Services Division under the QC Health Department, and many more ordinances and resolutions that are truly beneficial to the people of Quezon City.

As an indication of his tremendous capacity to lead, aside from being the President of the Rotary Club of Talipapa this Rotary year, his other organizational affiliations include as President of the Quezon City Maharlika Lions Club, President of UECHS Alumni Association, Auditor of the Boyscout of the Philippines (QC Council), Immediate Past Grand Knight of the Knights of Columbus (Council no. 9719), and as a member of Cursillos in Christianity (Balintawak), Couples for Christ (Baesa) and Beta Sigma Lambda Fraternity, Inc. (UE Law).

Service President Eric was born on June 14, 1955 in the historic place Balintawak to a family where “Service” is a way of life. His parents are former Quezon City Councilor Reynaldo N. Medina (after his retirement as a Quezon City police officer) and Adelina C. Zaplan. His brothers are likewise influenced by their parents to become service-oriented as they have curved for themselves similar paths towards service to their fellow men. Police Sr. Supt. Raul Z. Medina, is Pasig’s Chief of Police and President-Elect of the Rotary Club of Sto. Domingo. His younger brother P/Insp. Rey Z. Medina, Jr. is Chief of GAS-CID of the Quezon City Police Department.

Eric graduated in 1983 with a degree of Bachelor of Laws from the University of the East, after finishing a degree in AB Economics from the same university. He went to the same university for his high school and elementary education. A loyal alumnus, indeed, of the University of the East institution.

Rotarian Eric’s thriving political career was shaped by his early exposure to public service and government work. He served as a Barangay Affairs Officer at the Caloocan City Government from 1981 to 1992. He then served as his father’s Executive Officer during the latter’s term as a City Councilor from 1992-1995. He then became a Supply Officer V for the Office the Secretary of the Quezon City Government for three (3) years until he decided to enter into the political arena, following his father’s footsteps, and he became a City Councilor for three (3) consecutive terms.

Aside from a very successful career in public service, President Eric is also blessed with a loving wife Esther, who is into canteen and catering business. She holds a degree of Bachelor of Science in Agricultural Administration from Gregorio Araneta University Foundation. They were blessed with four (4) children: Erwin Rey is a senior Criminology student at Metro Manila College, Eden Delilah is an AB Mass Communication graduate from Sienna College, Emerson Rey is a freshman Nursing student at Far Eastern University, while the youngest, Ericson Rey is a sophomore high school student at Notre Dame of Greater Manila.

As this Rotary year’s president, Eric has already shown his true worth as the club’s man of the hour, as he has driven the club to an unprecedented heights after only a few months, through his innate charisma and sound leadership fundamentals, which he owes to his parents and his family, and which he is now willingly sharing to the Rotary Club of Talipapa and its community. With President Eric Medina at the helm, the whole Rotary Club of Talipapa is assured that “the best is yet to come.
