The Rules Cont. <<< Back 4. The Party's organisation 4.1. The Party's highest decision-making body is the Secretariat. 4.1.1. The Secretariat may rule over a) the establishment, acceptance, and modification of the Rules, with due notice to be given to members, b) the election and disbanding of the Party's Executive and committees, c) the report given by the Party's Secretariat d) an appeal against a members' exclusion, e) the disbanding or merger of the Party as well as any decision concerning the Party's estate, f) the yearly membership fee of individual members. 4.2. The Party's Secretariat is elected for 3 years by open ballot by the General Assembly (held annually, also called Congress). It consists of permanent and conferring members. It convenes at least twice every year, passing its decisions by a majority of open ballots. Each of its sessions produces a minutes signed by the General Secretary and the Secretary Commisar or in their absence the Treasurer and another Officer of the Party. 4.2.1. The Secretariat's duties: a) to prepare General Assemblies (Congress), annual schedules, and annual budgets, b) to set annual budgets, c) to manage and organise the Party's activities on the basis of the budget passed by the General Assembly, d) to determine the agenda of forthcoming periods, e) to set membership fees of supporting institutions and to issue the Rules of the Party, f) to set the conditions by which non-members can benefit from services rendered by the Party, g) to rule over deletions and exclusions from membership, h) to determine its own regulations, i) to give an account of its own activities to the General Assembly. 4.2.2. The General Secretary of the Party may act on behalf of the Party as well as he/she may dispose over the Party's assets together with another signatory. He/she may transfer his/her function to a member of the Secretariat in a manner set by the Secretariat. 4.2.3. Secretaries of the Party perform operative organisational duties. 4.3. The Finance Committee must regularly control the estate management of the Party when necessary. It prepares a report to the Secretariat bimonthly, while it also prepares one to the General Assembly every 3 years. It has 3 members who elect a chair. It makes its decisions by a majority of votes. 4.4 The Secretariat shall manage the affairs of the Party in accordance with the rules of the Party, and shall have power to make by-laws and regulations governing the use of the Party, its name, property, premises and the conduct of members. The Secretariat shall have the power to suspend or terminate the membership of any member at its own discretion. 5. The Party's estate 5.1. The Party's independent estate accrues mainly from membership fees. 5.2. The Party observes the rules covering civil organisations during its operation that proceeds according to a yearly financial plan. 5.3. The Party may spend on operational expenses, rents, functions, artists' fees and other expenses. 5.4. All issues not covered by these Rules fall under the remit of the Emergency Committee to be appointed by the Secretariat as and when the need should arise. Main Page |
