Rules:

1. General provisions

1.1. Name of the Organisation: The Rostrum Party UK (hereafter called: 'The Party')
1.2. Premises:  currently intangible
1.3. The Party is an organisation run on a self-governing basis.
1.4 The colours of the Party are to be red and black
1.5 The Party shall consist of:
i, Secretariat or Executive, General Secretary, Cheif Commisar, Treasurer, Secretary Commisar, Promotional Commisar, Past-General Secretary. members of the Secretariat are the 'Officers of the Party.'
ii, Honoury members (appointed at discretion of the above via majority vote)
iii, Inner Circle Members, full paying active member sof the Party.
iv, Party members, followers and free, less-involved persons
v, Life Members of the Party (appointed after period of 10 years paid Inner Circle Membership)

2. The Party's objectives
To provide a rostrum for the debates and political aspirations of the student youth community. The Party strives to represent the community on issues which directly and indirectly affected those we represent.

Long-term the Party hopes to establish a Charity for under-funded, intelligent youths to attend University, where perhaps without Charity they would not be able. Charity is the first virtue and this is a strong belief of the Party.

3. Membership

3.1. Members are recruited from among founders, and nominated people by a majority of the Secretariat (honoury members who are members at the discretion of the Secretariat).
3.1.1 There are two tiers of membership of the Party, the first is Party Membership and the second Inner Circle Membership.
3.1.1.1 Party membership, this involves contact via email with the Party and a distant interaction with members, it requires only a name and email address both of which may be pseudonyms. This is response to a concerted effort to increase the scope and publicity of the Party using a popular media.
3.1.1.2 Inner Circle membership, this involves a �5 annual fee, with a % discount yet to be agreed which will be deducted as the membership is renewed, thus becoming less and less. Currently the �5 fee can be reduced by introducing other paying members to the Inner Circle. This tier is far more involved with the Party machinery and is able to be elected to the Secretariat and hold postions of power and authority within the Party. A modicum of debate and intereast is essentail for Membership.

3.2. Membership expires

3.2.1. with the death of a natural person or the disbanding of a legal entity, or the Party
3.2.2. by withdrawal to be announced in writing, or via email contact
3.2.3. by deletion if a member has failed to pay his/her/its membership fee in spite of an invoice,
3.2.4. by exclusion if a member has consciously countervened the Party rules.

3.3. A decree of exclusion can be appealed to the Secretariat within 15 days. Such an appeal suspends the execution of the decree, success will bring re-instate the member without blemish on their character.


3.4. Members' rights (Inner Circle)

3.4.1. A member may confer and vote at the General Assembly as well as other functions of the Party when so invited to do.
3.4.2. A member may elect and be elected into the Executive (Secretariat) of the Party.
3.4.3. A member may hand in proposals (written or verbal) to the General Assembly and/or the Executive of the Party.
3.4.4. A member may benefit from the possibilities and services rendered by the Party.

3.5. Members' duties

3.5.1. A member must perform all Executive duties to the best of his/her/its abilities if elected into the Executive of the Party.
3.5.2. A member must pay membership fees as they become due.
3.5.3. A Party member (Grassroots Party Membership) must pay membership fees if they become due.
3.5.4. A member must keep the Party's Rules.
3.5.5 A member must submit information concerning himself to the level of satisfaction decided by the Secretariat at its discretion.
3.5.6 Members are required to retain and with-hold information from outsiders concerning the party and its business which is deemed by the Secretariat as confidential.
3.5.7 A member must follow to the letter any requests or directions given by Officers of the Party.
